DIRECTING MEASURES TO PREVENT EXCESSIVE INCREASES IN PRICES OF CERTAIN PRIME AND ESSENTIAL COMMODITIES AND TO PROTECT THE PEOPLE FROM HOARDING, PROFITEERING, INJURIOUS SPECULATIONS, MANIPULATION OF PRICES, AND OTHER PERNICIOUS PRACTICES IN AREA WHERE A STATE OF PUBLIC CALAMITY HAS BEEN DECLARED DUE TO TYPHOON "RUPING"
WHEREAS, to prevent unreasonable increases in prime and essential commodities and artificial shortages thereof in the areas severely stricken by typhoon "Ruping", and to protect the people from boarding, profiteering, injurious speculations, manipulation of prices and other activities calculated to take advantage of the situation, certain emergency measures must be undertaken;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Preventing Excessive Price Increases and Protecting the Public
- Authorizes the Secretary of Trade and Industry to impose price ceilings on prime and essential commodities in areas severely affected by Typhoon "Ruping" where a state of public calamity has been declared. (Section 1)
- Price ceilings and list of prime and essential commodities to be recommended by Emergency Task Forces composed of government and private sector representatives, and approved by the Secretary of Trade and Industry. (Section 2)
- Price ceilings to be published in local newspapers within the affected areas. (Section 2)
- Allows the Secretary of Trade and Industry to review, adjust, or revise the price ceilings as warranted. (Section 3)
- Directs the Department of Trade and Industry to implement the Executive Order and impose penalties under Executive Order No. 913, Series of 1983, without prejudice to criminal and civil prosecutions under applicable laws. (Section 4)
- Authorizes the Department of Trade and Industry to mobilize and deputize government agencies, local governments, Philippine Constabulary/Integrated National Police, and other law enforcement agencies to strictly implement the Executive Order. (Section 5)
- Nationwide price ceilings on rice under National Emergency Memorandum Order No. 29 remain in force, except in the National Capital Region where adjustments have been made. Transport and handling add-on costs are allowed upon review and approval by the Emergency Task Force. (Section 6)
- The Executive Order takes effect immediately upon publication in a national newspaper of general circulation and remains in effect until revoked. (Section 7)
