EXECUTIVE ORDER No. 425 May 10, 2005

DIRECTING THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) TO EXERCISE OVERSIGHT FUNCTION OVER THE NATIONAL COMMISSION ON THE ROLE OF FILIPINO WOMEN (NCRFW)

WHEREAS, the Development of Social and Welfare Development (DSWD) is the principal government agency that implements the State’s commitment to the care, protection and rehabilitation of the individuals, families, and communities by providing a balanced approach to welfare;

WHEREAS, the National Commission on the Role of Filipino Women (NRFW), established by virtue of President Decree No. 633, dated January 7, 1975, under the Office of the President, is an advisory body of the President and the Cabinet on policies and programs for the advancement of women in their diversified roles of citizens, homemakers, workers, volunteers, participants in the development of friendly relations and cooperation among nations, and in then promotion of world peace;

WHEREAS, there is a need for the DSWD to exercise oversight function over the NCRFW facilitate coordination of policies and programs;...

Overview of Executive Order No. 425

- The Department of Social Welfare and Development (DSWD) is directed to exercise oversight function over the National Commission on the Role of Filipino Women (NCRFW). (Section 1)
- The NCRFW was established by Presidential Decree No. 633 on January 7, 1975, under the Office of the President, as an advisory body to the President and Cabinet on policies and programs for the advancement of women. (Background)
- The oversight function of DSWD over NCRFW is necessary to:
    - Facilitate coordination of policies and programs
    - Advocate women's issues and concerns at the Executive and ministerial levels
    - Sustain inter-agency and multi-sectoral concerns at all levels
    - Ensure gender mainstreaming in policymaking, planning, and programming affecting the advancement of Filipino women. (Background)
- The President has continuing authority to reorganize the administrative structure of the Office of the President under Section 31, Chapter 10, Title III, Book III of Executive Order 292 (Administrative Code of 1987). (Background)
- All orders, issuances, rules, and regulations inconsistent with this Executive Order are repealed or modified accordingly. (Section 2)
- The Executive Order takes effect immediately. (Section 3)
