DIRECTING THE IMMEDIATE IMPLEMENTATION OF ADDITIONAL ENERGY CONSERVATION MEASURES
WHEREAS, the current uncertain situation in the Gulf continues to affect the country's oil supply situated;
WHEREAS, in order to stretch supply and thus prevent depletion of our petroleum products inventories, the government has directed the oil companies to reduce by ten percent (10%) all sales and deliveries to petroleum fuel resellers, distributors, marketers, retailers including bulk sales to industrial/commercial or agricultural customers and other agencies/corporations, or individuals directly withdrawing their petroleum product requirements from oil companies 'depots, bulk plants and other storage and distribution facilities;
WHEREAS, it is necessary that the mandated reduction in petroleum fuel supplies be complemented by additional energy conservation measures;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Directing the Immediate Implementation of Additional Energy Conservation Measures
- Government agencies and instrumentalities to adopt additional measures to limit petroleum products use to essential activities (Section 1):
- Increase mandated reductions in electricity and fuel consumption to 15% and 10% respectively (Section 1)
- Regulate use of air-conditioning units in government offices (Section 2):
- Switch on at start of office hours, not earlier than 8:00 a.m.
- Switch off 1 hour before closing
- Switch to "FAN" only during lunch breaks for window/package units
- Private buildings encouraged to adopt similar measures
- Department of Trade and Industry to develop energy conservation programs targeting 15% and 10% reductions in electricity and petroleum products consumption respectively (Section 3)
- Office of Energy Affairs to require energy conservation programs from establishments consuming over 1 million fuel oil equivalent liters annually, targeting 10% fuel and 15% electricity reductions (Section 4)
- Nationwide compliance mandated for (Section 5):
- Moviehouses to operate from 12:00 noon to 9:00 p.m. only
- Department stores and supermarkets to operate from 10:00 a.m. to 8:00 p.m.
- Outdoor signs and lights for identification off by 9:00 p.m., except for security, hospitals, etc.
- Neon and advertising lights from 6:00 p.m. to 9:00 p.m. only
- Local government units to enact ordinances with sanctions for violations
- Department of Transportation and Communications to adopt measures restricting motor vehicle use during peak hours, Sundays, holidays, and certain streets/hours (Section 6)
- Energy Regulatory Board to consider restricting operating hours of gasoline stations, including closure on Sundays and holidays (Section 7)
- All concerned sectors urged to cooperate in nationwide energy conservation effort (Section 8)
