EXECUTIVE ORDER NO. 418 August 13, 1990

DIRECTING THE IMMEDIATE IMPLEMENTATION OF AN ENERGY CONSERVATION PROGRAM

WHEREAS, the very fluid political situation in the Middle East brought about by the invasion and subsequent annexation of Kuwait by Iraq and the imposition of a trade embargo against Iraq and Kuwait by the United Nations Security Council has posed a serious concern on the country's fuel supply availability even as it has already put pressure on domestic petroleum product prices;

WHEREAS, it is imperative that measures be adopted now to minimize if not forestall any adverse effect of the supply and price situation on the country's essential economic activities;

WHEREAS, to cushion the effects of increasing oil prices and avoid fuel supply disruption, there is a compelling need for the government and the private sector to undertake a program promoting the judicious use of our energy resources through intensified conservation efforts and efficient utilization thereof;

Summary of Executive Order No. 418

Directs Implementation of Energy Conservation Program
- All government agencies, corporations, and local government units must:
  - Reduce monthly electricity consumption by 10% and petroleum products by 5% compared to 1989 levels (Section 1)
  - Submit compliance report by 15th of following month to Office of Energy Affairs (Section 1)
  - Designate senior official as energy conservation officer (Section 1)
- Prohibits use of government vehicles for non-official purposes (Section 2)
  - Requires trip ticket display on windshield (Section 2)
  - Excludes intelligence and investigative agency vehicles (Section 2)
  - Unauthorized use is prima facie evidence of violation (Section 2)
- Department of Trade and Industry and Office of Energy Affairs to develop voluntary conservation programs with industry associations (Section 3)
- Office of Energy Affairs to require energy conservation programs from large energy consumers (Section 4)
  - Targets 5% fuel consumption cutback and 10% electricity reduction (Section 4)
- Energy Conservation Inter-Agency Committee to implement measures except Daylight Saving Time (Section 5)
  - Limits neon and electric advertisement lights from 6 PM to 10 PM (Section 5a)
  - Regulates air-conditioning use, particularly during lunch breaks (Section 5b)
  - Regulates light use (Section 5c)
  - Limits business hours of supermarkets, department stores, and movie houses (Section 5d)
  - Extends campaign to residential sector (Section 5e)
- Department of National Defense to enforce ban on speed contests and rallies using petroleum fuels (Section 6)
- Department of Environment and Natural Resources to enforce smoke belching law for vehicles (Section 7)
- Department of Transportation and Communication to restrict motor vehicle use during peak hours, Sundays, holidays, or certain streets/destinations (Section 8)
  - Requires consultation with affected sectors (Section 8)
- Office of the Press Secretary to launch nationwide information campaign on energy conservation (Section 9)
- All government agencies, corporations, and instrumentalities to cooperate fully (Section 10)
- Office of the Executive Secretary to monitor implementation (Section 11)
- Effective immediately (Section 12)
