Enjoining the Widespread Application of Gasifier Equipment for Vehicles and Designating an Inter-Agency Committee to Oversee and Regulate Its Implementation

- Recognizes the need for alternative fuels due to increasing petroleum costs. (Preamble)
- Acknowledges the technical feasibility of gasifier equipment using charcoal as fuel for vehicles, irrigation, and electricity generation. (Preamble)
- Mandates the Farm Systems Development Corporation (FSDC) as the lead agency for promoting gasifier equipment utilization. (Preamble)
- Aims to promote the use of gasifier equipment as an alternative energy source, complementing traditional fuels. (Preamble)
- Emphasizes the need for improved safety measures in the production and use of gasifier equipment. (Preamble)

Provisions:

- Creation of an inter-agency committee with representatives from FSDC, PSB, and U.P. College of Engineering for the following purposes: (Section I)
    a. To promote and encourage the installation of gasifier equipment on vehicles. (Section I.a)
    b. Establish and implement procedures for quality control in the manufacture of gasifier equipment for vehicles. (Section I.b)
    c. Register all gasifier equipment for motor vehicles. (Section I.c)
    d. Monitor periodically gasifier operations in vehicles. (Section I.d)

- Government financing institutions (DBP, PNB, LBP) shall develop and implement lending programs with liberal terms to finance the conversion of existing vehicles to gasifier equipment. (Section II)

- All government agencies are directed to: (Section III)
    a. Install gasifier equipment in existing government vehicles.
    b. Engage in tree farming programs to ensure adequate supply of charcoal for gasifier equipment.

- The Ministry of Budget shall release TEN MILLION PESOS (P10M) to the Farm Systems Development Corporation (Lead Agency) for the initial implementation of this Order. (Section IV)

- The Order takes effect immediately. (Section V)

EXECUTIVE ORDER NO. 673 March 21, 1981 ENJOINING THE WIDESPREAD APPLICATION OF GASIFIER EQUIPMENT FOR VEHICLES AND DESIGNATING AN INTER-AGENCY COMMITTEE TO OVERSEE AND REGULATE ITS IMPLEMENTATION WHEREAS, the inevitable increase in cost of petroleum fuels necessitates a search for alternative fuels for use in transport vehicles; WHEREAS, the gasifier equipment using charcoal as fuel has been proven technically feasible for vehicles and other applications such as irrigation and electricity generation; WHEREAS, the Farm Systems Development Corporation (FSDC) has been mandated under Executive Order No. 655 to act as lead agency for the widespread utilization of gasifier equipment for irrigation and other farm-related application and has itself tried the utilization of such equipment of transport vehicles; WHEREAS, the use of gasifier equipment to complement the use of traditional fuels in applications such as irrigation, electricity generation and transportation shall be henceforth promoted as an alternative energy source; WHEREAS, to assure the safety of public as well as to insure trouble-free operation of gasifier equipment, there is a need to improve safety measures in their production...
