ESTABLISHING A NATIONAL COAST WATCH SYSTEM, PROVIDING FOR ITS STRUCTURE AND DEFINING THE ROLES AND RESPONSIBILITIES OF MEMBER AGENCIES IN PROVIDING COORDINATED INTER-AGENCY MARITIME SECURITY OPERATIONS AND FOR OTHER PURPOSES
WHEREAS, it is the policy of the State to safeguard national sovereignty, territorial integrity, national interest, and the right to self-determination;
WHEREAS, the Philippines, as an archipelagic State, asserts its sovereignty and sovereign rights as stated under Republic Act (RA) No. 9522, otherwise known as the “Philippine Baselines Law” and the United Nations Convention on the Law of the Sea (UNCLOS) of 1982;
WHEREAS, the Philippines faces serious maritime security challenges threatening not only its territorial integrity but the peaceful existence of the Filipinos and their inherent rights to be free from such threats as piracy, armed robbery, terrorism, proliferation of weapons of mass destruction, trafficking in persons, drugs and firearms trafficking, smuggling, illegal fishing, transnational crimes, national disasters, climate change, and marine environment degradation;

Summary of Executive Order No. 57
Establishment of the National Coast Watch System (NCWS) (Section 1)
- Central inter-agency mechanism for coordinated and coherent approach on maritime issues and maritime security operations.
Establishment of the National Coast Watch Council (Section 2)
- Composed of various Cabinet Secretaries, chaired by the Executive Secretary.
- Meets at least twice a year or as deemed necessary by the Chairperson.
Powers and Functions of the Council (Section 3)
- Formulate strategic direction and policy guidance for NCWS maritime security operations.
- Conduct periodic review of maritime security operations and report to the President and National Security Council.
- Recommend policies, procedures, and administrative rules to enhance maritime security.
- Harmonize capability plans and fund requirements for maritime security missions.
- Coordinate roles and relationships of government agencies on maritime security.
- Convene or dissolve inter-agency committees and working groups.
- Exercise overall jurisdiction and direction over policy-formulation, implementation, and coordination on maritime issues.
- Enlist support and assistance from government agencies.
- Promulgate necessary rules and regulations.
- Perform other functions as deemed necessary by the Chairperson or directed by the President.
Coast Watch Council Secretariat (Section 4)
- Provide technical and administrative support to the Council.
- Assist in proposing and reviewing legislative and administrative issuances on maritime security.
- Assist inter-agency committees and working groups.
- Headed by an Executive Director appointed by the Chairperson.
National Coast Watch Center (Section 5)
- Implement and coordinate maritime security operations based on Council's guidance.
- Gather, consolidate, synthesize, and disseminate information relevant to maritime security.
- Develop and maintain effective communications and information systems for inter-agency coordination.
- Coordinate maritime surveillance or response operations.
- Plan, coordinate, monitor, evaluate, document, and report on maritime security operations.
- Coordinate cross-border and multinational maritime security cooperation when authorized.
- Coordinate support for prosecution of apprehended violators.
- Develop a common operating picture to enhance maritime situational awareness.
- Conduct periodic assessments on maritime security.
- Initiate cross-border and multinational maritime security cooperation when authorized.
- Established in and headed by the Philippine Coast Guard.
Support Agencies (Section 6)
- Provide manpower, equipment, and material support to the Center and its operations.
- Agencies include: Philippine Navy, Philippine Coast Guard, Philippine National Police Maritime Group, National Prosecution Service, Bureau of Customs, Bureau of Immigration, National Bureau of Investigation, Bureau of Fisheries and Aquatic Resources, and Philippine Center on Transnational Crime.
- Roles and responsibilities to be set forth in rules and regulations promulgated by the Council.
- All other government agencies directed to coordinate, cooperate, and support maritime security operations.
Abolition of the Commission on Maritime and Ocean Affairs (Section 7)
- The Commission on Maritime and Ocean Affairs is abolished, and its mandate and functions shall be performed by the Council.
Non-Diminution of Mandates (Section 8)
- The mandates, functions, and responsibilities of the support agencies shall not be diminished, except for the abolition of the Commission on Maritime and Ocean Affairs.
Funding (Section 9)
- Initial funding of Twenty Million Pesos (Php 20,000,000.00) from the Special Account in the General Fund of the Department of Energy.
- Subsequent appropriations to be incorporated in the General Appropriations Act.
Authority to Accept Assistance and/or Donations (Section 10)
- The Council and the Center are authorized to accept donations, contributions, grants, bequests, or gifts from domestic or foreign sources, subject to applicable laws and regulations.
Reports (Section 11)
- The Council shall submit a report to the President within 90 days from the issuance of the Executive Order on its implementation.
- Thereafter, the Council shall submit annual reports to the President on the operations of both the Council and the Center.
Separability (Section 12)
- If any provision is declared invalid or unconstitutional, the other provisions shall remain valid and subsisting.
Repealing Clause (Section 13)
- All issuances, rules, and regulations inconsistent with this Executive Order are revoked, amended, or modified accordingly, except for Proclamation No. 72 (s. 2001) and subject to Section 3.
Effectivity (Section 14)
- This Executive Order shall take effect immediately upon publication in a newspaper of general circulation.
