EXECUTIVE ORDER NO. 448 February 5, 1975
ESTABLISHING THE CUSTOMS ZONE FOR THE PORT OF CEBU
WHEREAS, for more effective supervision and control of the customs service and administration of customs laws and regulations, it is desirable that the promises adjoining the piers and wharves at the Port of Cebu, be placed under the jurisdiction of the Bureau of Customs;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law and Section 606 of Republic Act No. 1937, as amended, do hereby establish as customs Zone under the administration, supervision, control, and use of the Bureau of Customs, subject to private rights, if any there be, and to future survey a tract of land of the public domain described as follows:
"A parcel of land, the proposed Customs Zone I, Cebu Cadastre, situated in the City of Cebu, Island of Cebu, bounded on the North by Quezon Blvd., on the East by Cebu Harbor, on the South by F. Gonzales...

Executive Order No. 448
Establishing the Customs Zone for the Port of Cebu
- Establishes a customs zone under the administration, supervision, control, and use of the Bureau of Customs at the Port of Cebu. (Section 1)
- Provides a detailed technical description and boundary coordinates of the customs zone area covering 93,321 square meters. (Section 1)
- Includes all existing and proposed piers, wharves, berthing spaces, and the entire waterfront of the Port of Cebu within the customs zone. (Section 1)
- Transfers all government-owned land areas, lands under water, and buildings within the customs zone to the administration, control, and use of the Bureau of Customs. (Section 3)
- Authorizes the Commissioner of Customs, with concurrence from the Director of Public Works and approval from the Secretary of Finance, to lease appropriate areas within the port zone to private parties or government agencies/corporations. (Section 4)
• The lease shall not violate any approved development plan existing at the time of the lease. (Section 4)
• Rental rates, terms, conditions, and disposition of income shall follow Sections 37 and 64(a) of Commonwealth Act No. 141, as amended by Republic Act No. 2694. (Section 4)
- Revokes or modifies any inconsistent proclamations or executive orders. (Section 5)
