Establishing the Legislative Service Career System in the Batasang Pambansa, and for other purposes.
- Establishes the Legislative Service Career System in the Batasang Pambansa. (Section 1)
- Covers all positions in the Batasang Pambansa, except those filled by election, those embraced in the Foreign Service, and those whose appointments are vested in the Prime Minister or the President. (Section 2)
- Defines the terms used in the order, such as "Batasang Pambansa," "Career Service," and "Non-Career Service." (Section 3)
- Outlines the principles and policies of the Legislative Service Career System, including merit and fitness, security of tenure, and equal opportunity. (Section 4)
