EXECUTIVE ORDER NO. 395 February 20, 1990

ESTABLISHING THE PRESIDENT'S ANNUAL SUMMER YOUTH PROGRAM, PROVIDING FOR THE COMPONENTS THEREOF, AND CREATING A STEERING COMMITTEE FOR THE PURPOSE

WHEREAS, in view of the success of the President's 1989 Summer Youth Program, launched through Proclamation No. 287, series of 1989, there is a need to make the Program an annual undertaking;

WHEREAS, to ensure the continued success of the Program, it is imperative to provide the mechanisms therefore and to create a Steering Committee for the purpose;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the law, do hereby order:

Sec. 1. The Program. There is hereby established the President's Annual Summer Youth Program hereinafter referred to as the Program, to be implemented during the months of March to June of every year.

The Program shall involve Filipino youth between the ages of 15 to 24 years.

Summary of Executive Order No. 395

Establishment of the President's Annual Summer Youth Program
- The President's Annual Summer Youth Program is established to be implemented annually from March to June. (Section 1)
- The Program involves Filipino youth between the ages of 15 to 24 years. (Section 1)

Program Components
- The Program has five components: (Section 2)
    1. Government Internship Program (GIP): Initiates youth into public service by involving them in government programs and projects, coordinated by the Civil Service Commission (CSC). (Section 2a)
    2. Summer Work Appreciation Program for Students (SWAPS): Develops work appreciation and ethics among college and high school students by providing apprenticeship and work opportunities in private establishments, coordinated by the Department of Labor and Employment (DOLE). (Section 2b)
    3. Program on Culture and Arts: Provides opportunities to develop appreciation and knowledge of Philippine culture and history, jointly undertaken by the Department of Tourism (DOT) and the Department of Education, Culture and Sports (DECS). (Section 2c)
    4. Sports Program: Provides training and instruction on various popular sports for physical well-being, coordinated by the Department of Local Government (DLG). (Section 2d)
    5. Immersion and Outreach Program (IOP): Instills a sense of community service and volunteerism for the less privileged sectors, led by the Department of Social Welfare and Development (DSWD). (Section 2e)

Program Component Coordinators
- The Committee shall designate a Program Component Coordinator for each component. (Section 3)
- Responsibilities of Program Component Coordinators include: (Section 3)
    1. Facilitate and coordinate the implementation and monitoring of their respective program component. (Section 3a)
    2. Formulate objectives, mechanisms, and annual targets of their respective program component, subject to approval of the concerned agency head. (Section 3b)
    3. Prepare and submit regular reports to the Program Secretariat on the status of implementation. (Section 3c)
    4. Call on assistance and support from government agencies, non-government organizations, and private sector organizations. (Section 3d)

Steering Committee
- A Steering Committee is created to oversee the Program, composed of: (Section 4)
    1. Presidential Coordinating Secretary for Human Resources and Public Welfare - Adviser
    2. Chairman, Civil Service Commission - Chairman
    3. Cabinet Secretary - Co-Chairman
    4. Secretary, Department of Education, Culture and Sports - Member
    5. Secretary, Department of Labor and Employment - Member
    6. Secretary, Department of Local Government - Member
    7. Secretary, Department of Tourism - Member
    8. Secretary, Department of Social Welfare and Development - Member
    9. Director General, Philippine Information Agency - Member

Functions and Responsibilities of the Steering Committee
- The Committee shall: (Section 5)
    1. Oversee the implementation of the Program. (Section 5a)
    2. Review and evaluate the implementation of the various components. (Section 5b)
    3. Solicit and receive support and contributions for the Program. (Section 5c)
    4. Call upon any government department or agency for necessary assistance and support. (Section 5d)
    5. Prepare and submit a regular report and assessment of the Program with recommendations to the President within the third quarter of every year. (Section 5e)
    6. Perform other functions assigned by the President. (Section 5f)

Program Secretariat
- The Chief Executive Officer of the Presidential Council on Youth Affairs (PCYA) shall provide a Secretariat for the Committee and act as the Overall Program Coordinator. (Section 6)
- The Secretariat shall provide technical and administrative support to the Committee. (Section 6)

Funding
- The Department of Budget and Management (DBM) is directed to set aside P500,000.00 from the Contingent Fund or any appropriated lump-sum fund in the CY 1990 General Appropriations Act to cover administrative and operational requirements of the Program, the Committee, and the Secretariat. (Section 7)
- The necessary amount for the Program in succeeding years shall be included in the budget proposal submitted to Congress. (Section 7)

Effectivity
- This Executive Order shall take effect immediately. (Section 8)
