EXECUTIVE ORDER NO. 391 January 5, 1990
ESTABLISHING THE PRESIDENTIAL COORDINATING SYSTEM OF EXECUTIVE DEPARTMENT
Pursuant to the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
Sec. 1. There is hereby established the Presidential Coordinating System for the Executive Department, to be composed of:
(a) The Executive Secretary who shall also be the Presidential Coordinating Secretary for Political and Security Affairs;
(b) a Presidential Coordinating Secretary for Agro-Industrial, Economic and Financial Affairs; and,
(c) a Presidential Coordinating Secretary for Human Resource and Public Welfare.
The latter two shall be appointed by the President with the rank of a Cabinet Secretary.
The President or, in her absence, the Executive Secretary shall call and preside over the meetings of the Presidential Coordinating System and may ask, from time to time, other Cabinet Secretaries to attend such meetings.

Establishment of the Presidential Coordinating System
• Establishes the Presidential Coordinating System for the Executive Department. (Sec. 1)
• Composed of:
- The Executive Secretary, who shall also be the Presidential Coordinating Secretary for Political and Security Affairs. (Sec. 1a)
- A Presidential Coordinating Secretary for Agro-Industrial, Economic and Financial Affairs, appointed by the President with the rank of a Cabinet Secretary. (Sec. 1b)
- A Presidential Coordinating Secretary for Human Resource and Public Welfare, appointed by the President with the rank of a Cabinet Secretary. (Sec. 1c)
Roles and Responsibilities
• The Presidential Coordinating Secretaries shall assist the President in:
- Managing the operations of the executive departments and their attached agencies. (Sec. 2)
- Liaising with Constitutional Commissions, offices, the Judicial and Legislative Departments. (Sec. 2)
- Reporting directly to the President on matters within their areas of responsibility. (Sec. 2)
• The Presidential Coordinating Secretaries shall be members of the National Economic and Development Authority Board. (Sec. 2)
Areas of Responsibility
• The Presidential Coordinating Secretary for Political and Security Affairs shall be responsible for:
- Monitoring, coordinating, and facilitating the operations and activities of the Departments of Foreign Affairs, National Defense, Justice, Local Government, and other offices involved in peace and order, law enforcement, national security, good government, public ethics and accountability. (Sec. 3a)
- Maintaining close liaison with the Constitutional Commissions and offices, and the Judicial and Legislative Departments. (Sec. 3a)
• The Presidential Coordinating Secretary for Agro-Industrial, Economic and Financial Affairs shall be responsible for:
- Monitoring, coordinating, and facilitating the operations and activities of the Departments of Budget and Management, Finance, Agriculture, Agrarian Reform, Environment and Natural Resources, Tourism, Trade and Industry, Science and Technology, Public Works and Highways, Transportation and Communications, the NEDA Secretariat, and their attached agencies. (Sec. 3b)
- Maintaining close liaison with the Central Bank of the Philippines and the Monetary Board. (Sec. 3b)
• The Presidential Coordinating Secretary for Human Resources and Public Welfare shall be responsible for:
- Monitoring, coordinating, and facilitating the operations and activities of the Departments of Health, Education, Culture and Sports, Labor and Employment, Social Welfare and Development, their attached agencies, and other offices involved in public information, housing, urban and rural development, and public assistance. (Sec. 3c)
Deputy Presidential Coordinating Secretaries
• Each Presidential Coordinating Secretary shall have such number of Deputy Presidential Coordinating Secretaries with the rank of Undersecretary as may be necessary, to be appointed by the President. (Sec. 4)
• The Deputy Presidential Coordinating Secretaries shall assist the Presidential Coordinating Secretaries in performing their functions. (Sec. 4)
Presidential Management Staff
• The Presidential Management Staff shall serve as the common administrative research and technical secretariat to the Presidential Coordinating Secretaries. (Sec. 5)
• The head of the Presidential Management Staff shall have the rank of a Cabinet Secretary. (Sec. 5)
Executive Secretary
• The Executive Secretary shall continue to:
- Act on matters referred to the Office of the President. (Sec. 6)
- Attend to matters internal to the Office of the President, including the administration of its operations. (Sec. 6)
- Be responsible for the offices and agencies attached to or under the Office of the President as defined by law. (Sec. 6)
- Exercise the specific functions and powers provided for in Book III, Title III, Chapter 9(B), Section 27 of the Administrative Code of 1987. (Sec. 6)
Department Secretaries
• The Department Secretaries shall continue to perform their respective duties and functions as heads of the departments, and be responsible directly to the President for their departments. (Sec. 7)
Funding
• The Office of the President shall provide the necessary funds from its appropriation or any applicable appropriation in the General Appropriations Act for the operations of the Presidential Coordinating System. (Sec. 8)
Presidential Power
• Nothing in this Executive Order shall be interpreted to diminish the President's power of control of all the executive departments, bureaus, and offices. (Sec. 9)
Effectivity
• This Executive Order shall take effect immediately. (Sec. 10)
