EXECUTIVE ORDER NO. 370 September 25, 1989

ESTABLISHING THE PROGRAM TO REFOCUS ORIENTATION FOR THE POOR (PRO-POOR) IN LOW INCOME MUNICIPALITIES (LIMs), PROVIDING FOR THE IMPLEMENTATION THEREOF, ENJOINING THE ACTIVE SUPPORT AND PARTICIPATION OF GOVERNMENT DEPARTMENTS AND AGENCIES, REGIONAL DEVELOPMENT COUNCILS (RDCs), AND LOCAL GOVERNMENT UNITS (LGUs) THERETO AND FOR OTHER SIMILAR PURPOSES

WHEREAS, Art. II. Sec. 9 of the 1987 Constitution provides, that "The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living and an improved quality of life for all";

WHEREAS, the 1988 Family Income and Expenditures Survey (FIES) shows that there has not been any significant improvement in the income share of the bottom 30% of the population;

WHEREAS, the government has identified poverty alleviation as a major thrust;

EXECUTIVE ORDER NO. 370

Summary:

- Establishes the Program to Refocus Orientation for the Poor (PRO-POOR) in Low Income Municipalities (LIMs). (Sec. 1)
- Objective: Foster and accelerate socio-economic growth and development in LIMs and improve the quality of life. (Sec. 2)

Program Coverage:

- Targets approximately 450 LIMs over a period of 3 years, following a phased approach. (Sec. 3a)
- Initial list of municipalities to be selected based on poverty-related criteria, in consultation with Local Government Executives (LGEs) and Regional Development Council (RDC) Chairmen. (Sec. 3a)
- Aims to achieve coordinated improvement in the delivery of public services to LIMs, with both short-term and long-term impact on community development. (Sec. 3b)
- Municipal-based in terms of planning, consultation, prioritization, and implementation, emphasizing local resource management and community participation. (Sec. 3c)

Program Implementation:

- Involves agencies with municipal-based units and agencies with capabilities to respond to municipal needs. (Sec. 4a)
- Agency heads to issue necessary orders and undertake preparations for program implementation. (Sec. 4b)
- Agencies to recommend necessary resource realignment/reallocation. (Sec. 4c)
- Department of Local Government to assess mayors' willingness and readiness. (Sec. 4d)
- Local Government Executives enjoined to extend full cooperation and support. (Sec. 4e)

Standing Committee:

- Headed by the Presidential Adviser on Rural Development as Chairman, with senior representatives from 17 implementing agencies as members. (Sec. 5)
- Functions include identifying LIMs for the first phase, formulating guidelines and timetable, monitoring and reporting to the President, resolving operational issues, providing technical advice and support, and performing other assigned functions. (Sec. 6)

Staff Support:

- Technical and Secretariat services provided by the Office of the President, acting as the central monitoring arm. (Sec. 7)
- Staff activities include coordination, evaluation, review, consolidation of reports, and regular visits to covered municipalities. (Sec. 7)
