ESTABLISHING THE RELATIONSHIP BETWEEN THE NATIONAL STATISTICAL COORDINATION BOARD AND THE AUTONOMOUS REGIONAL GOVERNMENT IN THE AUTONOMOUS REGION IN MUSLIM MINDANAO
WHEREAS, the reliability, credibility and comparability of data have significant having on policy and decision making of the National Government;
WHEREAS, the Philippine Statistical System (PSS) as defined in Executive Order No. 121, series of 1987, consists of a policy-making and coordinating body, a statistical research and training center, a general purpose statistical agency, and all departments, bureaus, offices, agencies and instrumentalities of the national and local governments and all government-owned and controlled corporations and their subsidiaries that are engaged in statistical activities either as their primary function or as part of their administrative and regulatory functions;
WHEREAS, the coverage of the PSS cuts across all regions of the country, including the Autonomous Region in Muslim Mindanao (ARMM), in order to ensure the proper determination of the over-all picture of the country;

Establishing the Relationship between the National Statistical Coordination Board and the Autonomous Regional Government in the Autonomous Region in Muslim Mindanao
- Generation of Statistics (Sec. 1)
• The National Statistics Office (NSO) and the National Statistical Coordination Board (NSCB) shall be responsible for generating population count, demographic characteristics, labor, education, health, agriculture, and other general purpose data used at the national level.
• "Generation of Statistics" means: (a) authority and responsibility to label as official statistics and/or identify statistics for official use; and (b) actual preparation and collection of primary statistics for planning purposes.
- Regional Data Gathering (Sec. 2)
• Regional departments of the Autonomous Regional Government shall be responsible for the actual gathering of specific statistics under technical supervision of the NSCB for purposes of consistency and coordination.
- Vital Statistics and Civil Registration (Sec. 3)
• The NSO shall carry out the generation of vital statistics out of civil registration, which is necessary for population projection during intercensal years.
• To ensure consistency in generating national figures for vital statistics, the existing standard form for registration shall also be the basis of the form used by the Local Registrars in the ARMM.
• The NSO through the Office of the Civil Registrar General shall provide technical assistance in establishing the system.
- Shari'ah Courts and Registration (Sec. 4)
• Clerks of Court of the Shari'ah District Court and the Shari'ah Circuit Court shall act as District and Circuits Registrars of marriages, divorces, revocations of divorces and conversions within their respective jurisdiction in the ARMM.
• The District Registrar shall exercise supervision over Circuit Registrars, be the custodian of records sent by Circuit Registrars, and send copies to the Office of the Civil Registrar General.
• In the registration of births, marriages and deaths, the Shari'ah law shall take precedence over the existing civil registry law.
• The requirements in the Revised Administrative Code of 1987, as amended, and other related laws shall be considered applicable only to non-Muslims within the ARMM.
- Local Civil Registrars (Sec. 5)
• The duties of the local civil registrars shall be performed by the treasurers or other responsible public officers designated by the Regional Governor in the municipalities, districts or cities within the ARMM, except those duties within the jurisdiction of the Shari'ah District Courts and the Shari'ah Circuit Courts.
• The local civil registrars shall be under the direction and supervision of the Civil Registrar-General.
- Coordination with NSCB (Sec. 6)
• For the generated statistics to be considered part of the Philippine Statistics System, the Autonomous Regional Government shall coordinate with the NSCB.
• Coordination shall be understood as conforming with the standards set by the NSCB as minimum requirements.
- Statistical Needs and NSO Regional Office (Sec. 7)
• The Philippine Statistical System shall provide for the statistical needs of the ARMM.
• The NSO shall establish a National Statistics Regional Office for the ARMM situated in the seat of the ARG.
• The NSO provincial staff within the ARMM shall be retained under the NSO.
- Statistical Operations and Data Submission (Sec. 8)
• Offices and agencies already transferred to the ARG, including local government units, shall still be covered by the NSCB.
• Data generated at the varying levels shall be submitted to the NSCB for review and approval to be considered and incorporated into the official ARMM data base.
- Separability Clause (Sec. 9)
• If any part or provision of this Executive Order is held unconstitutional or invalid, other parts or provisions which are not affected shall continue to be in full force and effect.
- Effectivity (Sec. 10)
• This Executive Order shall take effect fifteen (15) days after its publication in a national newspaper of general circulation and one (1) local newspaper of general circulation in the ARMM.
