EXTENDING THE COORDINATIVE AND MANAGEMENT ROLE AND FUNCTION OF THE SOUTH COTABATO / SARANGANI / GENERAL SANTOS CITY (SOCSARGEN) AREA DEVELOPMENT PROJECT OFFICE
WHEREAS, the SOCSARGEN Area Development Project Office has demonstrated its effectiveness in integrating and accelerating the implementation of major development activities of the national government, and ensuring the participation of the local government units and private sector as mandated by Executive Order No. 474 dated 12 August 1991 and as amended by Executive Order No. 480 dated 16 September 1991;
WHEREAS, the experience and success of the SOCSARGEN Area Development Project Board in integrating infrastructure development with private sector-led growth and sustainable use of environment and natural resources, and in actively promoting intra-regional economic ties in the BIMP-EAGA Region have made the SOCSARGEN Area Development Project a frontrunner and model for the Mindanao 2000 Agenda;

Extension of SOCSARGEN Area Development Project Office
- Extends the term of the SOCSARGEN Area Development Project Office to December 1998. (Section 3)
Amended Establishment of SOCSARGEN Area Development Project Office
- Establishes the South Cotabato/Sultan Kudarat/Sarangani/General Santos City-Area Development Project Office (ADP Office) as a Special Project under the Department of Agriculture. (Section 1)
- The ADP Office shall be composed of a Project Management Unit (PMU) based in General Santos City. (Section 1)
Reconstituted Project Board
- The Project Board is reconstituted with the following members: (Section 2)
- Secretary of Agriculture (Chairman)
- Regional Director of National Economic and Development Authority (Vice Chairman)
- Provincial Governors of South Cotabato, Sarangani, Sultan Kudarat, and General Santos City Mayor (Members)
- Representatives from government agencies involved in the project (Members)
- One representative each from NGOs of South Cotabato, Sultan Kudarat, Sarangani, and General Santos City (Members)
- One representative each from the Chamber of Commerce or Business Community of South Cotabato, Sultan Kudarat, Sarangani, and General Santos City (Members)
Powers and Functions of the Project Board
- Formulate policies, guidelines, and development goals within the context of the Area Growth Plan, Mindanao 2000 Development Plan, social reform policy, and food security agenda. (Section 2a)
- Pool resources and encourage support and participation of government and non-government institutions. (Section 2b)
- Review and endorse to the Regional Development Council Region XI the multi-year and annual plans and investment programs. (Section 2d)
- Review and endorse to the Department of Budget and Management the annual budget for the Project, including the operations of the ADP Office. (Section 2e)
- Review and confirm the organization of the PMU and the appointment of its Project Director. (Section 2f)
- Review and confirm contracts entered into by the Project Director. (Section 2g)
- Submit quarterly progress reports to the President, RDC, NEDA Board, and Congress. (Section 2h)
- Formulate implementing rules and regulations for the internal operations of the ADP Office. (Section 2i)
- Perform other functions as directed by the President. (Section 2j)
Powers and Functions of the Project Management Unit (PMU)
- Serve as the technical and administrative secretariat of the Board. (Section 2b)
- Provide technical support, assistance, and coordination with various entities to facilitate project implementation. (Section 2ba)
- Enter into necessary contracts for technical and administrative operations, through its Project Director. (Section 2bb)
- Undertake periodic review, evaluation, and monitoring of projects, and make recommendations to the Board. (Section 2bc)
- Ensure implementation of agreements reached by the Board and perform other functions as directed. (Section 2bd)
