Extending the Period For the General Registration of Firearms

Executive Order No. 454

EXECUTIVE ORDER NO. 454 April 22, 1991

EXTENDING THE PERIOD FOR THE GENERAL REGISTRATION OF FIREARMS

WHEREAS, National Emergency Memorandum Order (NEMO) No. 6, dated January 4, 1990, nullified the existing master list of licensed and registered firearms;

WHEREAS, under the said issuance, a new general registration of firearms had been conducted through the Firearms and Explosives Unit (FEU) of the Philippine National Police for the period expiring on February 15, 1991.

WHEREAS, of the 439,501 firearms to be registered by the FEU, only 169,057 firearms or about thirty-eight (38%) percent thereof had been accounted for as follows:

Firearms Re-Registered 166,125

Firearms Deposited with PNP 529

Firearms Reported Lost 2,402

Firearms Donated to the Gov't 169,057

WHEREAS, one of the reasons for the failure to register the remaining 62% of firearms was the fact that the FEU was understaffed;

WHEREAS, it is imperative that the remaining 62% of firearms should be registered since the old master list of licensed and registered firearms has been nullified;

Summary of Executive Order No. 454

Extension of General Registration Period for Firearms
- The period for the new general registration of firearms is extended for six (6) months from the date of this Executive Order.
- This extension is granted to give firearm holders who failed to register during the previous registration period another chance to register their firearms. (Whereas clauses)
- The previous registration period expired on February 15, 1991, but only 38% of the 439,501 firearms were accounted for. (Whereas clauses)
- Reasons for the low registration rate include:
  - The Firearms and Explosives Unit (FEU) of the Philippine National Police was understaffed. (Whereas clause)
  - Some firearm holders were prevented from registering due to time constraints and other valid causes. (Whereas clause)
- The extension aims to enable loose firearm holders to have their firearms licensed in the interests of national order and security. (Whereas clause)
- The extension was recommended by the Director-General of the Philippine National Police and the Secretary of the Interior and Local Government. (Whereas clause)
