• Consider amendments to the Philippine Constitution to make operative Sections 1 to 5 of the U.S. Congress Act approved on August 7, 1939, entitled "An Act to amend an Act entitled An Act to provide for the complete independence of the Philippine Islands, to provide for the adoption of a constitution and a form of government for the Philippine Islands, and for other purposes."

• Consider measures the Chief Executive may submit from time to time.

Proclamation No. 435
EXTENDING THE PERIOD OF SPECIAL SESSION OF THE NATIONAL ASSEMBLY TO AUGUST 26, 1939
Whereas, by Proclamation Numbered Four hundred and twenty-eight, issued on August eighth nineteen hundred and thirty-nine, the National Assembly was called in special session for a period of five. days commencing on Tuesday, August fifteenth, nineteen hundred and thirty-nine, for the purpose of considering such amendments to the Constitution of the Philippines as will make operative sections one to five, inclusive, of the Act of Congress approved on August seventh, nineteen hundred and thirty-nine, entitled "An Act to amend an Act entitled An Act to provide for the complete independence of the Philippine Islands, to provide for the adoption of a constitution and a form of government for the Philippine Islands, and for other purposes,'" and such other amendments as the National Assembly may deem necessary; and also for the purpose of considering such measures as the Chief Executive may from time to time, submit to it; and
