Executive Order No. 452

EXECUTIVE ORDER NO. 452 July 8, 1975

EXTENDING THE TERM OF THE PRESIDENTIAL COMMISSION ON REORGANIZATION CREATED UNDER EXECUTIVE ORDER NO. 281, SERIES OF 1970

WHEREAS, under P. D. No. 1, the President has the authority to change provisions of the Integrated Reorganization Plan (IRP) in order to conform with the changing requirements of the Government for accelerated socio-economic development;

WHEREAS, the Office of the President continues to receive proposals from the various departments and agencies of the national government which have reorganizational implications such as the abolition, creation, or expansion of agencies;

WHEREAS, simultaneous with the submission of the above-mentioned proposals is the fact that several departments and agencies continue to consult with the Presidential Commission on reorganization on the operational difficulties they have been meeting in the implementation of the IRP;

WHEREAS, two major departments, Education and Culture, and Trade have just recently been granted authority for full implementation of IRP provisions affecting them; and

WHEREAS, the Office of the President needs the continued staff assistance...

Summary of Executive Order No. 452

Extension of the Presidential Commission on Reorganization
- The term of the Presidential Commission on Reorganization, created under Executive Order No. 281, is extended up to June 30, 1976.
- The President has the authority to change provisions of the Integrated Reorganization Plan (IRP) to conform with the changing requirements of the Government for accelerated socio-economic development. (Basis: Whereas clause 1)
- The Office of the President continues to receive proposals from various departments and agencies with reorganizational implications, such as the abolition, creation, or expansion of agencies. (Basis: Whereas clause 2)
- Several departments and agencies continue to consult with the Presidential Commission on Reorganization on operational difficulties in implementing the IRP. (Basis: Whereas clause 3)
- The Departments of Education and Culture, and Trade have recently been granted authority for full implementation of IRP provisions affecting them. (Basis: Whereas clause 4)
- The Office of the President needs the continued staff assistance of the Presidential Commission on Reorganization for evaluating proposals, providing technical services in IRP implementation, and monitoring the government's program on administrative reforms. (Basis: Whereas clause 5)
- The Executive Secretary shall issue necessary directives for the detail or extension of detail of technical personnel needed by the Commission, under the same conditions as prescribed in Executive Order No. 281, as amended.
- The Commission is authorized to disburse and defray all expenses for its operation from July 1, 1975 to June 30, 1976 from funds available from the Office of the President.
