EXECUTIVE ORDER NO. 366 August 8, 1989
FURTHER AMENDING EXECUTIVE ORDER NO. 308, AS AMENDED BY EXECUTIVE ORDER NO. 318 BOTH SERIES OF 1988, AND FOR OTHER PURPOSES
WHEREAS, there is a need to provide for a responsive forum at the regional level for the meaningful participation of the concerned members of Congress and local officials in the selection, prioritization, and allocation of funds for projects under the infrastructure program which require national government appropriations;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order:
Sec. 1. Section 3 of Executive Order No. 308, as amended by Executive Order No. 318, both Series of 1988, is hereby further amended to read as follows:
"Sec. 3. Regional Development Assembly. There is hereby created in every region of the country a Regional Development Assembly, hereinafter referred to as the RDA, whose composition, functions, and operations are as follows:

Summary of Executive Order No. 366
Creation of Regional Development Assembly (RDA)
- Composition (Sec. 1a):
- Provincial Governors and City Mayors in the region
- Congressmen and Senators from the region (optional)
- Chairman of the Regional Development Council (RDC)
- Two RDC member-representatives of Non-Governmental Organizations
- Headed by a Chairman and Vice-Chairman elected from members
- RDC Secretariat serves as RDA Secretariat
Functions of RDA (Sec. 1b):
- Review and validate annual and multi-year infrastructure programs requiring national government funds, as recommended by RDC
- Endorse regional programs for inclusion in national infrastructure programs and budgets for appropriation by Congress
RDA Sessions (Sec. 1c):
- At least two sessions per year:
1. By April 15 - Review and endorse RDC-recommended apportionment of regional block allocations/budgetary ceilings across subregional units and/or project categories for the following year
2. By July 15 - Review and endorse RDC-recommended list of projects, implementation schedules, and funding schedules for the following year within set ceilings
- Additional sessions as necessary
Public Hearings and Consultations (Sec. 1d):
- RDA shall hold extensive public hearings and consultations before sessions to coordinate concerns and build consensus on priorities
RDA Proceedings (Sec. 1e):
- Regional Director of infrastructure agency to make technical presentation of program allocations and project lists/schedules recommended by RDC
- Maximum participation of RDC members encouraged
- All sessions to be held in public
Role of RDC (Sec. 2):
- Prepare and recommend subregional/project category apportionments of regional block allocations/budgetary ceilings for infrastructure projects by March 30 each year
- Prepare and recommend lists and schedules of infrastructure projects within set ceilings by June 30 each year
- Submit RDA-endorsed programs to NEDA Board Committee on Infrastructure, with copies to infrastructure departments and DBM, for inclusion in national programs and budgets for appropriation by Congress
- Preparation guided by RDA consensus and proposals/recommendations
Implementation Rules and Regulations (Sec. 3):
- To be promulgated jointly by Secretary of Public Works and Highways, Secretary of Budget and Management, and NEDA Director-General
Transitory Provision for 1990 Program (Sec. 4):
- Deadlines in Sections 1(c) and 2 may be changed by the President upon recommendation of DPWH Secretary, DBM Secretary, and NEDA Director-General
Repealing Clause (Sec. 5):
- Inconsistent orders, issuances, circulars, rules and regulations are repealed or amended accordingly
