EXECUTIVE ORDER NO. 259 July 11, 1995

FURTHER AMENDING EXECUTIVE ORDER NOS. 175 DATED APRIL 30, 1994, AS AMENDED BY EXECUTIVE ORDER NO. 223 DATED FEBRUARY 7, 1995 AND EXECUTIVE ORDER NO. 229 DATED MARCH 19, 1995, WHICH CREATED A NORTHWESTERN LUZON GROWTH QUADRANGLE COMMISSION

I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order the amendment of Executive Order No. 175 dated April 30, 1994 as amended by Executive Order No. 223 dated February 7, 1995 and Executive Order No. 229 dated March 19, 1995, as follows:

The First WHEREAS Clause is hereby amended to read as follows:

"WHEREAS, The Medium Term Philippine Development Plan for 1993-1998 has identified the development of the Northwestern Luzon Growth Quadrangle (NWLGQ) comprising the provinces of Region I and the Baguio- La Trinidad-Itogon-Samblan-Tuba (BLIST) area in Cordillera Administrative Region (CAR) as a component strategy towards agri-industrial development;"

The Third WHEREAS Clause is hereby amended to read as follows:

Summary of Executive Order No. 259

Amendments to the Northwestern Luzon Growth Quadrangle Commission (NWLGQ)
• Amends the composition of the NWLGQ Commission to include various government officials and representatives from the private sector and NGOs. (Sec. 1)
• Establishes an Executive Committee (ExCom) to supervise the day-to-day operations of the NWLGQ, with specific functions outlined. (Sec. 2)
• Establishes a Program Management Office (PMO) to serve as the implementing arm and secretariat of the Commission and ExCom, with specific functions outlined. (Sec. 3)
• Outlines the role of implementing bodies, such as national line agencies, local government units, NGOs, and the private sector, in executing the NWLGQ Development Program. (Sec. 4)
• Creates a Joint Inter-Regional Consultative Council to serve as the Commission's inter-regional policy formulation group and address inter-regional issues. (Sec. 5)
• Defines the role of Local Development Councils in approving local components, monitoring progress, coordinating activities, and facilitating the implementation of the NWLGQ Development Program. (Sec. 6)
• Establishes an Advisory Council comprising Senators, Congressmen, and other concerned officials to ensure coordination with national goals, promote investment, and maintain liaison with Congress and central government agencies. (Sec. 7)
• Directs the incorporation of appropriations for the PMO's operations in the budget of the Office of the President for 1996 and subsequent years. (Sec. 8)
• Sets the term of the Commission and PMO to correspond with the implementation period of the NWLGQ Development Program, subject to annual review and evaluation by the NEDA Board. (Sec. 9)
