Summary of Presidential Decree No. 1597Statement of Policy (Section 1):
- Officials and employees of the national government, including the Judiciary, Career Executive Service, Foreign Service, Armed Forces, Constitutional Commissions, government-owned or controlled corporations, and state colleges and universities, shall be compensated according to a National Position Classification and Compensation Plan approved by the President.
Coverage and Exemptions (Section 2):
- The exemptions from the National Compensation and Position Classification System are limited to:
a) Elected officials and officers whose compensation is fixed by the Constitution.
b) Local government officials and employees, who are governed by P.D. No. 1136.
Repeal of Special Salary Laws and Regulations (Section 3):
- All laws, decrees, executive orders, and other issuances that exempt agencies from the National Compensation and Position Classification System or authorize and fix position classification, salaries, pay rates/ranges, or allowances inconsistent with the National Plan are hereby repealed.
Salaries of Incumbents (Section 4):
- Positions currently assigned salaries fixed by special laws or authorizations shall continue to receive said salaries until integrated into the National Plan.
- The Budget Commission shall issue rules and regulations to ensure an orderly transition to a single national system.
- No incumbent shall suffer a reduction in total salary and allowances.
Allowances, Honoraria, and Other Fringe Benefits (Section 5):
- Allowances, honoraria, and other fringe benefits granted to government employees shall be subject to the President's approval upon recommendation of the Budget Commissioner.
- The Budget Commission shall review and prepare policies and levels of allowances, honoraria, and other fringe benefits for the President's approval.
Exemptions from OCPC Rules and Regulations (Section 6):
- Agencies, positions, or groups exempted by law from OCPC coverage shall observe guidelines and policies issued by the President on position classification, salary rates, allowances, honoraria, overtime rates, and other compensation and fringe benefits.
- Exempted agencies shall report their position classification and compensation plans, policies, rates, and related details to the President through the Budget Commission.
Repealing Clause (Section 7):
- Any law or decree inconsistent with this Decree is hereby repealed or amended accordingly.
Effectivity (Section 8):
- This Decree shall take effect immediately.

PRESIDENTIAL DECREE No. 1597
FURTHER RATIONALIZING THE SYSTEM OF COMPENSATION AND POSITION CLASSIFICATION IN THE NATIONAL GOVERNMENT
WHEREAS, it is declared and adopted policy of the National Government to standardize compensation of officials and employees of the national government, in accordance with the Constitutional mandate, on the basis of substantial similarity in duties and responsibilities and qualification requirements for satisfactory performance of assigned tasks;
WHEREAS, there are existing special salary laws, decrees, and other approvals that authorize salary rates other than those in the National Classification and Pay Plans;
WHEREAS, the proliferation of special salary laws is inimical to sound public administration and complicates the process of salary adjustment due to disparities and inflexibility in salary rates, pay ranges and/or other forms of compensation;
NOW, THEREFORE, I FERDINAND E. MARCOS, President of the Philippines by virtue of the powers vested in me by the Constitution, do hereby order and decree:
