EXECUTIVE ORDER No. 464

GOVERNING THE ADMISSION AND STAY OF FOREIGN NATIONALS IN THE CLARK SPECIAL ECONOMIC ZONE AS TEMPORARY VISITORS

WHEREAS, it is a declared national policy to attract and promote foreign trade, investment and tourism in the country especially in the special economic zones such as the Clark Special Economic Zone ("EcoZone") to promote economic growth and national development;

WHEREAS, it is expected that visits to the Clerk EcoZone by foreign nationals for business, tourism and recreation purposes will increase significantly due to the development and the growing attraction of the Clark EcoZone as an investment, tourism, recreational and industrial destination;

WHEREAS, the Clark International Airport has likewise attracted interest from international airlines as a destination point for chartered and commercial flights which will contribute immensely to the development of the Clark EcoZone, the Central Luzon Region, the entire Philippines and ultimately the entire Asian Region;

Summary of Executive Order No. 464

Governing the Admission and Stay of Foreign Nationals in the Clark Special Economic Zone as Temporary Visitors

- Purpose: To attract and promote foreign trade, investment, and tourism in the Clark Special Economic Zone ("EcoZone") by allowing uncomplicated access for foreign nationals. (Preamble)

- Foreign nationals not categorized as "restricted" by the Department of Foreign Affairs (DFA) may enter the Clark EcoZone without a visa for a maximum of 14 days, provided they present: (Section 1)
    - Passports or travel documents valid for at least 6 months beyond their intended stay
    - Confirmed onward flight tickets

- Restrictions for foreign nationals entering under this order: (Section 2)
    - Must depart from the Philippines only through the Clark International Airport, except as provided
    - Not allowed outside the Secured Area of the Clark EcoZone, except to visit areas within the Clark EcoZone under escort
    - To visit areas outside the Clark EcoZone or extend stay beyond 14 days, must secure a visa waiver from the DFA

- The head of the Clark Development Corporation (CDC) may allow foreign nationals to visit areas outside the Clark EcoZone in emergencies or exceptional circumstances, subject to DFA visa waiver confirmation. (Section 3)

- The DFA, Bureau of Immigration (BI), and CDC shall jointly implement the order, issue guidelines and circulars, and collect reasonable fees. (Section 4)

- Violations are subject to sanctions under Philippine immigration laws. (Section 5)

- The order does not impair more favorable no-visa privileges granted under other issuances. (Section 6)

- Previous inconsistent issuances are repealed, amended, or modified accordingly. (Section 7)

- Special Clark Investors/Working Visas issued by the CDC in coordination with the BI are deemed regular visas for entry and exit. (Section 8)

- The order takes effect immediately after publication in a newspaper of general circulation. (Section 9)
