EXECUTIVE ORDER NO. 15

GRANTING COMBAT ALLOWANCE TO UNIFORMED MEMBERS OF THE ARMED FORCES OF THE PHILIPPINES WHO ARE DIRECTLY INVOLVED IN COMBAT OPERATIONS AGAINST MEMBERS OF NATIONAL SECURITY THREAT GROUPS, THEREBY REPEALING EXECUTIVE ORDER (E.O) NO. 658 DATED SEPTEMBER 6, 2007

WHEREAS, the Government fully recognizes the critical role being played by members of the Armed Forces of the Philippines (AFP) in the preservation of national security and territorial sovereignty;

WHEREAS, members of the armed forces who figure directly in actual combat against various who continuously threaten national peace and security should be adequately compensated inasmuch as this assignment involves grave risk to their lives;

WHEREAS, the combat duty pay in the amount of P240.00 per month being received by members of the AFP assigned in the field units is not commensurate to the sacrifices and difficulties which our troops experience;

WHEREAS, there is a need to amend the provisions of EO No. 658 which provides for an additional P150 per day...

Combat Allowance for AFP Members Engaged in Combat Operations

- Repeals Executive Order (E.O) No. 658 dated September 6, 2007 (Section 1)
- Grants a Combat Allowance of P260.00 per month in addition to the existing P240.00 per month Combat Duty Pay to AFP members engaged in combat operations against national security threat groups (Section 1, Section 2)
- Conditions for granting the allowance:
    - There must be a specific combat mission covered by an Operations Order or Fragmentary Order approved by the AFP Chief of Staff (Section 3a)
    - Only enlisted uniformed personnel included in the roster are entitled (Section 3b)
- Initial funding to be drawn from AFP's Personal Services (PS) savings in FY 2010 and FY 2011 (Section 4)
- Funding for subsequent years to be included in the General Appropriations Act based on the roster of military personnel submitted to the Department of Budget and Management (Section 4)
- Revokes or amends inconsistent executive orders, rules, and regulations (Section 5)
- Took effect immediately upon signing on December 20, 2010 (Section 6)
