EXECUTIVE ORDER NO. 1087 January 1, 1986
GRANTING COMPENSATION ADJUSTMENTS FOR GOVERNMENT OFFICIALS AND EMPLOYEES
WHEREAS, government officials and employees have rendered exemplary service and demonstrated dedication, and therefore should be financially recognized;
WHEREAS, the compensation system should be responsive to changes in economic conditions in order not to prejudice the standard of living of government employees and therefore family incomes should be augmented;
WHEREAS, there is need to rectify inequities in compensations programs that recently developed due to special pay adjustments for certain occupational group employees such as para-medical, lawyers, among others;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution do hereby Order and Direct:
1. The increase in the basic salary of officials and employees of the national government by two (2) salary steps in the National Salary Schedule approximately equivalent to ten (10%) percent plus the following additional COLA per month, (after adding on the 10% increase of basic salary as authorized...

Summary of Executive Order No. 1087
Granting Compensation Adjustments for Government Officials and Employees
- Increases the basic salary of national government officials and employees by two (2) salary steps in the National Salary Schedule, approximately equivalent to 10%, plus an additional cost of living allowance (COLA) per month as follows:
• For salaries of P2500 and below: Additional COLA of P150.00 per month (Section 1)
• For salaries of P2501 to P3000: Additional COLA of P50.00 per month (Section 1)
- The 10% basic salary increase and additional COLA apply to positions covered by the National Compensation and Position Classification Plans, members of the Armed Forces of the Philippines, and the Integrated National Police (Section 1.1)
- Exclusions from the 10% basic salary increase (Section 1.2):
• Agencies declared critical or with separate pay plans that did not receive adjustments after Executive Order No. 1000 (Section 1.2.1)
• Positions allocated to upgraded classes in recently reorganized agencies with approved staffing patterns in 1985 (Section 1.2.2)
• Positions in occupational groups that received special salary increases in 1985, such as lawyers, medical personnel, postal workers, etc. (Section 1.2.3)
• Positions in agencies with career progression systems that received adjustments in 1985 after Executive Order No. 1000 (Section 1.2.4)
• Career Executive Officers (CESO) and equivalent (Section 1.2.5)
- The additional COLA does not apply to employees and officials receiving special allowances like inflation-connected, incentive, medical, amelioration, and similar additional allowances (Section 1.3)
- Local government units are authorized to grant the same percentage salary increase, subject to availability of funds and rules set by the Joint Commission on Local Government and Personnel Administration (Section 1.4)
- Funding sources for national government agencies (Section 2):
• Salary lapses and other personal services savings of the agency as the first priority (Section 2.1)
• Lump-sum appropriation for salary increases in agency budgets (Section 2.2)
• Any remaining deficiency to be covered by the Salary Adjustment Fund in the 1986 General Appropriations Act (Section 2.2)
- No subordinate official or employee shall be adjusted to a salary rate beyond one salary step or 5% below their immediate supervisor (Section 3)
- Agencies that have already drawn from the Salary Adjustment Fund cannot reprogram savings from other components to personal services (Section 4)
- The Office of Budget and Management shall formulate and issue the necessary rules and regulations (Section 5)
- The Executive Order takes effect on January 1, 1986 (Section 6)
