EXECUTIVE ORDER NO. 191 July 22, 1994

GRANTING NO-VISA ENTRY FOR AN INITIAL STAY OF SEVEN (7) DAYS TO CHINESE NATIONALS WHO ARE HOLDERS OF
MACAU-PORTUGUESE PASSPORT

WHEREAS, it is the declared policy of the Philippine government to attract foreign investments and promote trade and tourism as instruments of economic growth and national development;

WHEREAS, a considerable number of Chinese nationals holding Macau-Portuguese passports are frequently visiting the Philippines for business or pleasure and carrying on trade with their Filipino business partners;

WHEREAS, the Macau-Portuguese Government at present grants Filipino citizens no-visa entry to Macao for a stay of not more than fourteen (14) days;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law and, in consideration of the foregoing premises, do hereby order;

Sec. 1. Chinese nationals who are holders of Macau-Portuguese passports, travelling individually or in groups, shall be allowed no-visa entry for an initial stay of seven (7) days, provided they have round trip tickets or...

Granting No-Visa Entry for Chinese Nationals Holding Macau-Portuguese Passports

- Purpose: To attract foreign investments and promote trade and tourism (Preamble)
- Coverage:
    • Chinese nationals holding Macau-Portuguese passports (Sec. 1)
    • Travelling individually or in groups (Sec. 1)
- Requirements for No-Visa Entry:
    • Round trip tickets or onward tickets to the next country of destination with valid entry visas (Sec. 1)
    • Passports valid for at least six (6) months beyond the authorized stay (Sec. 1)
    • For collective Macau-Portuguese passports, pictures of spouse and minor children must be shown (Sec. 1)
- Duration of Initial Stay: Seven (7) days (Sec. 1)
- Extension of Stay:
    • Initial stay may be extended by the Bureau of Immigration (Sec. 2)
    • Extension subject to proper justifications and payment of prescribed fees (Sec. 2)
- Revocation and Amendment:
    • Letter of Instructions No. 911 and other inconsistent issuances are revoked or amended (Sec. 3)
- Effective Date: Immediate effect (Sec. 4)
