GRANTING PHILIPPINE CITIZENSHIP TO RONALD IAN LAING WITH ALL THE RIGHTS, PRIVILEGES AND PREROGATIVES APPURTENANT THERETO
WHEREAS, Ronald Ian Laing, a subject of Great Britain, has manifested his desire to become a Philippine citizen;
WHEREAS, Ronald Ian Laing was born on June 19, 1915, in Manila and has continuously resided in the Philippines since then;
WHEREAS, he was conferred a Presidential Service Award on June 11, 1977, for his special services to the Government of the Philippines and the Filipino people;
WHEREAS, he has mingled socially with our people, embraced our customs, traditions and ideals and learned to speak one of our dialects; and
WHEREAS, by virtue of his exceptional service and contributions to the betterment of our people and country, Ronald Ian Laing has proven himself worthy of all the rights, privileges and prerogatives of a citizen of this country.

- Ronald Ian Laing, a subject of Great Britain, has expressed his desire to become a Philippine citizen. (WHEREAS clause 1)
- Ronald Ian Laing was born on June 19, 1915, in Manila and has continuously resided in the Philippines since then. (WHEREAS clause 2)
- He was conferred a Presidential Service Award on June 11, 1977, for his special services to the Government of the Philippines and the Filipino people. (WHEREAS clause 3)
- He has mingled socially with the Filipino people, embraced their customs, traditions, and ideals, and learned to speak one of their dialects. (WHEREAS clause 4)
- By virtue of his exceptional service and contributions to the betterment of the Filipino people and country, Ronald Ian Laing has proven himself worthy of all the rights, privileges, and prerogatives of a Philippine citizen. (WHEREAS clause 5)
- President Ferdinand E. Marcos, by virtue of the powers vested in him by the Constitution, grants Philippine citizenship to Ronald Ian Laing with all the rights, privileges, and prerogatives appurtenant thereto. (Operative clause)
- This Decree shall take effect immediately. (Effectivity clause)
