EXECUTIVE ORDER NO. 668 March 1, 1981
GRANTING SALARY INCREASES FOR NATIONAL GOVERNMENT EMPLOYEES
WHEREAS, it is the policy of government to help augment government personnel income in times of economic crisis and inflation;
WHEREAS, existing national policy mandates that compensation of government personnel shall be adjusted/standardized taking into consideration the prevailing level of compensation in the private industry;
WHEREAS, the result of the 1979 Survey conducted in private industry by the National Government indicates and justifies a further increase in the salaries of government personnel;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct:
1. The increase of the salaries of all officials and employees of the national government to partially implement the results of the 1979 Salary Survey, thus:
1.1 Those whose salaries range from the minimum salary/wage to P8,400 per annum shall be increased by three (3) salary steps in the National Salary Schedule or equivalent to approximately...

EXECUTIVE ORDER NO. 668
Summary:
- Grants salary increases for national government employees to augment income during economic crisis and inflation. (Whereas clauses)
- Increases salaries based on 1979 private industry salary survey results:
• For salaries from minimum wage to ₱8,400 per annum: 3 salary steps increase (approx. 15%) (Section 1.1)
• For salaries above ₱8,400 per annum: 2 salary steps increase (approx. 10%) (Section 1.2)
- Covers positions with special pay plans, Armed Forces, and Integrated National Police with same percentage increases. (Section 2)
- Agencies that granted increases in 1981 comply; employees receive difference if less than entitled amount. (Section 3)
- Funding sources: salary lapses, Salary Adjustment Fund in 1981 budget, budgetary reserves. (Section 4)
- Excludes positions with constitutionally fixed salaries. (Section 5)
- Government-owned corporations may grant same increases per Compensation Committees rules. (Section 6)
- Local government units may grant same increases per Joint Commission rules, using local funds. (Section 7)
