- National and local government officials and employees who rendered at least 4 months of service as of October 31, 1986 shall receive:
- Year-end bonus equivalent to one month basic salary. (Section 1)
- Additional cash gift of P1,000.00. (Section 2)
- Officials and employees already receiving Christmas or year-end bonus:
- Shall receive amount necessary to bring their bonus equal to Sections 1 and 2. (Section 3)
- If bonus is equal to or more than Sections 1 and 2, not entitled to additional amount. (Section 4)
- Funds shall be taken from Salary Adjustment Fund and other appropriations determined by Ministry of Budget and Management. (Section 5)
- Ministry of Budget and Management shall issue implementing circular. (Section 6)

EXECUTIVE ORDER NO. 74 November 26, 1986
GRANTING YEAR-END BONUS AND CASH GIFT TO NATIONAL AND LOCAL GOVERNMENT OFFICIALS AND EMPLOYEES
WHEREAS, it is the policy of the government to improve the economic welfare of government employees.
WHEREAS, the government is cognizant of the important contribution of government officials and employees in providing quality service to the Filipino People.
WHEREAS, in recognition of this important service, the government would like to brighten the Christmas spirit by providing government officials and employees with a year-end bonus as well as with an additional Cash Gift.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby Direct:
Sec.1. All officials and employees of the National Government, as well as all officials and employees of Local Government Units, who, as of October 31, 1986 have rendered at least four months of service, shall receive a year-end bonus equivalent to one month basic salary.
Sec. 2. An Additional Cash Gift of P1,000.00 shall likewise be granted to all officials and employees, of the National Government Units, covered under...
