EXECUTIVE ORDER NO. 250 July 25, 1987
INCREASING, INTEGRATING, AND RATIONALIZING THE INSURANCE BENEFITS OF BARANGAY OFFICIALS UNDER R.A. 4898, AS AMENDED, AND MEMBERS OF SANGGUNIANG PANLALAWIGAN, SANGGUNIANG PANLUNGSOD, AND SANGGUNIANG BAYAN UNDER P.D. 1147 AND FOR OTHER PURPOSES
WHEREAS, the Panlalawigan, Sangguniang Panlungsod, Sangguniang Bayan and Sangguniang Barangay provide grassroots participation of the citizenry in the affairs of the Government;
WHEREAS, under B.P. 337 otherwise known as the "Local Government Code", these officials are responsible for providing local support to national development by the enforcement of laws and directives and the maintenance of peace and order;
WHEREAS, pursuant to the policy of promoting autonomy in the local government unit as provided under B.P. 337, the State must find and effectuate ways of enhancing their capabilities in discharging their responsibilities as effective patterns in national development;
WHEREAS, the State, in its declared policy of affording protection to labor has already granted under R.A. 4898, as amended, insurance benefits of Barangay Officials and has extended the beneficial mantle of said...

Increasing, Integrating, and Rationalizing the Insurance Benefits of Barangay Officials and Members of Local Sanggunian
• Coverage (Sec. 1):
- Punong Barangay, Sangguniang Barangay Member, Kabataang Barangay Chairman, Barangay Secretary, Barangay Treasurer
- Members of Sangguniang Panlalawigan, Sangguniang Panlungsod, Sangguniang Bayan
- Covers officials who do not receive fixed salary or compensation
- Coverage ceases upon receiving fixed salary or compensation, or election/appointment to another public office
• Death Benefits (Sec. 2):
- Punong Barangay or Sanggunian member: P7,000
- Sangguniang Barangay member, Barangay Secretary, Barangay Treasurer, Kabataang Barangay Chairman: P5,000
- Additional burial benefit of P1,000
• Disability Benefits (Sec. 3):
- Total and permanent disability during incumbency
- Punong Barangay or Sanggunian member: P5,000
- Sangguniang Barangay member, Barangay Secretary, Barangay Treasurer, Kabataang Barangay Chairman: P3,000
- Additional burial benefit of P1,000 if death occurs within one year of disability
• Injury Benefits for Punong Barangay or Sanggunian Member (Sec. 4):
- Maximum benefit of P5,000 per covered year
- Specific benefits for various injuries, ranging from P250 to P5,000
- Hospitalization benefits from P300 to P1,500
• Injury Benefits for Sangguniang Barangay Member, Barangay Secretary, Barangay Treasurer, Kabataang Barangay Chairman (Sec. 5):
- Maximum benefit of P3,000 per covered year
- Specific benefits for various injuries, ranging from P150 to P3,000
- Hospitalization benefits from P200 to P1,000
• Premium Rates and Appropriations (Sec. 6):
- Punong Barangay and Sanggunian member: P110 annual premium
- Sangguniang Barangay member, Barangay Secretary, Barangay Treasurer, Kabataang Barangay Chairman: P48 annual premium
- National government to appropriate total annual premiums in General Appropriations Act
- Premiums subject to adjustment based on actuarial studies by GSIS
• Exclusions (Sec. 7):
- No benefits for injuries, sickness, disability or death caused by intoxication, willful intention to injure/kill self or others, or notorious negligence
• Option to Choose Benefits (Sec. 8):
- If other laws provide similar benefits, official or beneficiaries can choose which benefit to receive
• Administrative Expenses (Sec. 9):
- GSIS may disburse up to 12% of annual premiums for administrative and operational expenses
• Rules and Regulations (Sec. 10):
- GSIS to prescribe and promulgate rules and regulations for implementation within one month of effectivity
• Inconsistent Orders and Regulations (Sec. 11):
- Inconsistent executive orders, rules and regulations are amended or modified accordingly
• Effectivity (Sec. 12):
- Order takes effect immediately
