Executive Order No. 949

EXECUTIVE ORDER NO. 949 May 1, 1984

INCREASING MEDICARE ALLOWANCES

WHEREAS, it is the avowed policy of the government to provide adequate medical care services to the people;

WHEREAS, the prices of commodities and services, including medical care have gone up in recent times;

WHEREAS, under present economic conditions, medical care members and their employers could not afford to pay additional contributions.

WHEREAS, actuarial studies show that allowances under the medicare program may be increased for qualified members but not for their dependents:

WHEREAS, it becomes necessary now to implement increase in allowances for the qualified members without prejudice to late increase for their dependents.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution do hereby order:

Sec. 1. The qualified members of the medicare program shall without any additional contribution, be entitled to the following allowances:

Increasing Medicare Allowances for Qualified Members
- Qualified members of the Medicare program are entitled to increased allowances without additional contribution. (Section 1)
- Allowances for qualified members:
    - Room and Board:
        - Primary Care Hospitals: ₱16/day (Section 1.1.1)
        - Secondary Care Hospitals: ₱22/day (Section 1.1.2)
        - Tertiary Care Hospitals: ₱30/day (Section 1.1.3)
    - Drugs/Laboratory Examination:
        - For Ordinary Cases: Maximum ₱175 (Section 1.2.1)
        - For Cases Requiring Intensive Care: Maximum ₱350 (Section 1.2.2)
    - Surgeon's Fees:
        - Minor Surgery: Maximum ₱65 (Section 1.3.1)
        - Medium Surgery: Maximum ₱325 (Section 1.3.2)
        - Major Surgery: Maximum ₱650 (Section 1.3.3)
    - Operating Room Fee:
        - Minor Surgery: ₱20 (Section 1.4.1)
        - Medium Surgery: ₱50 (Section 1.4.2)
        - Major Surgery: ₱100 (Section 1.4.3)
    - Anesthesiologist's Fee: 30% of surgeon's fee (Section 1.5)
    - Medical/Dental Practitioner's Fee:
        - For Ordinary Cases: ₱15/day, Maximum ₱200/SPC (Section 1.6.1)
        - For Cases Requiring Intensive Care: Maximum ₱300/SPC (Section 1.6.2)
    - Allowance for Sterilization:
        - Vasectomy: ₱100 (Section 1.7.1)
        - Tubaligation: ₱150 (Section 1.7.2)
- Legal dependents of Medicare members continue to be entitled to allowances prescribed in Section 12 of Presidential Decree No. 1519. (Section 2)
- Presidential Decree No. 1519 and other inconsistent laws are repealed or modified accordingly. (Section 3)
