Executive Order No. 53

EXECUTIVE ORDER NO. 53 November 1, 1986

INCREASING THE AMOUNT OF TRAVELLING ALLOWANCES OF GOVERNMENT OFFICIALS AND EMPLOYEES INCLUDING LOCAL GOVERNMENT UNITS AND GOVERNMENT-OWNED AND/OR CONTROLLED CORPORATIONS WHEN ON OFFICIAL TRAVEL WITHIN THE PHILIPPINES

WHEREAS, the existing allowance rates established by Presidential Decree No. 344 in 1973 are no longer adequate to meet the expenses of government personnel who go on out-of-town assignments;

WHEREAS, the cost of food accommodation and other expenses incidental to travelling outside of one's normal place of work have increased substantially since 1973;

WHEREAS, the government personnel shall not be required to personally shoulder travelling expenses incurred in connection with the performance of their official duties.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, do hereby order and direct:

Increasing the Amount of Travelling Allowances for Government Personnel

- Establishes new daily travelling allowance rates for government personnel when on official travel within the Philippines. (Section 1)
• Rates vary based on position level (Groups I, II, III) and location (Metro Manila/highly urbanized cities, other chartered cities, other places).
• For Group I positions like assistant ministers, bureau directors, regional directors, etc., the rates are: P100 (first 5 days) and P80 (after 5 days) in Metro Manila/highly urbanized cities; P90 and P80 in other chartered cities; P80 and P80 in other places. (Section 1)
• For Group II positions like division chiefs, etc., the rates are: P90 and P70 in Metro Manila/highly urbanized cities; P80 and P70 in other chartered cities; P70 and P70 in other places. (Section 1)
• For Group III positions covering all other employees, the rates are: P80 and P60 in Metro Manila/highly urbanized cities; P70 and P60 in other chartered cities; P60 and P60 in other places. (Section 1)

- The daily allowances are inclusive of per diem rates, incidental transportation, and other related expenses while in the field. (Section 2)

- The allowances apply to government-owned and/or controlled corporations, and no additional emoluments for travel within the country can be authorized. (Section 3)

- For 1986, agencies must live within their appropriated travel budget. For 1987 onwards, travel budget should be based on actual travel needs and previous year's expenditures. (Section 4)

- The Ministry of Budget and Management and Commission on Audit shall issue implementing rules and regulations. (Section 5)

- Repeals inconsistent laws, decrees, orders, rules and regulations. (Section 6)

- Took effect on November 1, 1986. (Section 7)
