EXECUTIVE ORDER NO. 197 June 17, 1987
INCREASING THE COMPOSITION OF THE BOARD OF TRUSTEES OF THE METROPOLITAN WATERWORKS AND SEWERAGE SYSTEM
WHEREAS, the need has arisen to increase the present composition of the Board of Trustees of the Metropolitan Waterworks and Sewerage System (MWSS) to make it effectively discharge its functions;
WHEREAS, in view of the need, coupled with the necessity for organizational changes under the 1987 Constitution, the existing Charter of the MWSS (Republic Act No. 6234 as amended) has to be further amended;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order:
Sec. 1. The first and second paragraphs of Section 4 of Republic Act No. 6234, as amended, are hereby further amended to read as follows:

Executive Order No. 197
Increasing the Composition of the Board of Trustees of the Metropolitan Waterworks and Sewerage System
- Amends Section 4 of Republic Act No. 6234 to increase the composition of the Board of Trustees of the Metropolitan Waterworks and Sewerage System (MWSS) from 7 to 9 members. (Section 1)
- The 9 members of the Board of Trustees shall consist of:
- Secretary of Public Works and Highways as ex-officio Chairman, unless the President appoints another person as Chairman (Section 1)
- Administrator of the System as Vice-Chairman (Section 1)
- 6 members appointed by the President of the Philippines (Section 1)
- Government Corporate Counsel as ex-officio member and legal adviser (Section 1)
- The Chairman (if appointed) and the 6 appointive members shall hold office for 5 years, except for those appointed to fill a vacancy, who shall serve the remaining term. (Section 1)
- The Board shall adopt rules and procedures for conducting meetings, with a quorum of a majority of members and an affirmative vote of 5 members required for any action. (Section 2)
- Repeals, amends, or modifies any inconsistent laws, orders, instructions, rules, and regulations. (Section 3)
- Takes effect immediately. (Section 4)
