EXECUTIVE ORDER NO. 421 September 7, 1990
INSTITUTING THE PRESIDENTIAL AWARD FOR HEROISM IN TIMES OF DISASTER
I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby institute an award to be known as the Presidential Award for Heroism in Times of Disaster to be awarded to organizations and individuals who have rendered spontaneous, dedicated and exemplary acts of heroism under extreme risk to life in times of disaster.
The award shall be in the form of Citation, it conferred to organizations, and Citation only or Citation and Medal, if conferred to individuals. It shall be conferred by the President of the Philippines or by a Member of the Cabinet upon authority of the President.
The National Historical Institute and the Office of the Executive Secretary shall pressure the design and criteria for the granting of the Award subject to approval by the President of the Philippines.
This Executive Order shall take effect immediately.
