MANDATING GOVERNMENT AND NATIONAL SERVICE AGENCIES TO EXTEND FULL SUPPORT TO THE ENR-SECAL PROGRAM
WHEREAS, the country's forest resources have been subjected to massive destruction brought about by socio-economic factors, such as increasing population pressure, poverty, and inappropriate forest policies;
WHEREAS, there is a need to address the adverse effects of forest destruction;
WHEREAS, the Government, in its efforts to preserve what remains of the biological diversity of the Philippines; to reestablish degraded forest resources wherever practicable and to introduce sustainable land use practices, entered into an agreement with the World Bank to implement the Environmental Sectoral Adjustment Loan (ENR-SECAL) Program;
WHEREAS, the ENR-SECAL program aims to pursue its objectives through concerted community action, institutional strengthening, preservation of integrated protected areas, regional community-based resource management projects and improvement of enforcement of logging rules and regulations;
WHEREAS, it is recognized that other government and national service agencies, aside from DENR, are involved in various aspects of the ENR-SECAL Program;

Mandating Government and National Service Agencies to Extend Full Support to the ENR-SECAL Program
- Background:
• The country's forest resources have been subjected to massive destruction due to socio-economic factors like increasing population, poverty, and inappropriate forest policies. (Preamble)
• The government aims to preserve biological diversity, reestablish degraded forests, and introduce sustainable land use practices through the Environmental Sectoral Adjustment Loan (ENR-SECAL) Program with the World Bank. (Preamble)
• The ENR-SECAL Program pursues its objectives through community action, institutional strengthening, preservation of protected areas, regional community-based resource management projects, and improved enforcement of logging rules and regulations. (Preamble)

- Functions and Responsibilities of Agencies (Section 2):
• DENR (Lead Agency):
• Coordinate program implementation activities among concerned agencies. (Section 2.A.1)
• Provide technical, administrative, and secretariat support for meetings, workshops, conferences, and related activities. (Section 2.A.2)
• DOF:
• Ensure financial support and allocation of resources for realizing ENR-SECAL targets. (Section 2.B.1)
• Ensure proper utilization of loan proceeds in accordance with the loan agreement. (Section 2.B.2)
• DBM:
• Ensure timely processing and release of budgetary requirements for the program. (Section 2.C.1)
• Provide advice and assistance in setting up the appropriate financial management system. (Section 2.C.2)
• Help facilitate the procurement of transportation and other equipment/facilities required by the program. (Section 2.C.3)
• DA, DAR, and DSWD:
• Provide extension services within their jurisdictional authority to program beneficiaries. (Section 2.D.1)
• Allocate resources to generate sustainable agro-forestry management and other livelihood opportunities for upland communities. (Section 2.D.2)
• DPWH:
• Assist in the development, maintenance, and improvement of infrastructure projects in program sites. (Section 2.E.1)
• Ensure that infrastructure projects do not adversely affect natural resources and biodiversity in the area. (Section 2.E.2)
• Allocate substantial support funds for infrastructure requirements in expansion sites. (Section 2.E.3)
• DECS and PIA:
• Intensify efforts to instill the value of natural resources development and conservation among school children in the area. (Section 2.F.1)
• Assist in promoting awareness of the ENR-SECAL program, its components, and benefits to the community. (Section 2.F.2)
• Extend the use of facilities and resources in advancing the Information, Education, and Communication (IEC) component of the program. (Section 2.F.3)
• DND, DILG/PNP, and DOJ:
• Assist in forest law enforcement operations and effective prosecution of forest law violators. (Section 2.G.1)
• Ensure that various task forces on law enforcement are adequately supported for effective operations. (Section 2.G.2)
• DILG:
• Assist in enhancing the capability of local governments to implement ENR-SECAL program components, particularly those involving devolution of functions and responsibilities to LGUs. (Section 2.H.1)
• Ensure that LGUs provide necessary staff counterparts and funding support for maintaining infrastructure facilities and sustaining program implementation. (Section 2.H.2)
• NEDA:
• Ensure that program implementation is consistent with the National Development Plan and adequately supported by regular appropriations and foreign assistance. (Section 2.I.1)
• Assist in monitoring, evaluating, and addressing problem areas related to implementation of Official Development Assistance (ODA) policies and programs. (Section 2.I.2)
- Other Technical and Administrative Support Requirements (Section 3):
• The DENR Secretary may tap the assistance of other government agencies, private/civic organizations for the furtherance of the program's mandate whenever deemed necessary.
- Effectivity (Section 4):
• This Executive Order shall take effect immediately.
