EXECUTIVE ORDER NO. 476      December 5, 1976

MODIFYING THE RATES OF IMPORT DUTY ON CERTAIN IMPORTED ARTICLES AS PROVIDED UNDER REPUBLIC ACT NO. 1937, OTHERWISE KNOWN AS THE TARIFF AND CUSTOMS CODE OF THE PHILIPPINES, AS AMENDED

Pursuant to the powers vested in me by Section 401 of Republic Act No. 1937, I, FERDINAND E. MARCOS, President of the Philippines, do hereby direct and order:

Section 1. The articles specifically listed hereunder as classified under Section 104 of Republic Act No. 1937 as amended by Presidential Decree No. 34, shall pay the following rates of import duty:

Summary of Executive Order No. 476

Import Duty Rate Modifications
- Modifies the import duty rates on certain imported articles under Section 104 of Republic Act No. 1937 (Tariff and Customs Code of the Philippines), as amended by Presidential Decree No. 34. (Section 1)
- Lists the specific tariff heading numbers, descriptions of articles, and the present and proposed rates of import duty. (Section 1)
- Examples:
  - Guts, bladders, and stomachs of animals: Present rate 100%, Proposed rate 50% (Section 1)
  - Dried leguminous vegetables (white beans, chick peas): Present rate 20%, Proposed rate 20% (Section 1)
  - Spices (cinnamon, cloves, nutmeg, etc.): Present rate 50%, Proposed rate 20% (Section 1)
  - Seeds for sowing (under prior authorization): Present unified rate, Proposed rate 10% (Section 1)
  - Natural yeast (inactive): Present unified rate, Proposed rate 50% (Section 1)
  - And many other articles with modified import duty rates. (Section 1)

Implementation
- After 30 days from issuance, the prescribed rates of import duty shall apply to the described articles entered or withdrawn from warehouse in the Philippines for consumption. (Section 2)

Price Monitoring
- Any unwarranted increase in the prices of local products benefitted by these tariff changes shall be sufficient ground for the revocation of such tariff changes. (Section 3)
