• Provides for the margins of tariff preference and preferential tariff rates for certain imported articles from ASEAN countries, in accordance with the ASEAN Agreement on Preferential Trading Arrangements. (Section 1)
• The following articles are subject to the specified margins of preference and preferential tariff rates:
    - Creams and balms (ex. 33.06): Additional 20% margin of preference, 30% preferential tariff rate. (Section 1)
    - Reclaimed rubber (40.03): Additional 5% margin of preference, 15% preferential tariff rate. (Section 1)
    - Sports gloves of leather (ex. 42.03): Additional 20% margin of preference, 30% preferential tariff rate. (Section 1)
    - Longan in air tight containers (ex. 20.06): Additional 10% margin of preference, 35% preferential tariff rate. (Section 1)
    - Tubes for toothpaste (ex. 76.10): Additional 5% margin of preference, 18% preferential tariff rate. (Section 1)
• If there are subsequent changes in the basic Philippine rate of duty on any of the mentioned articles, the corresponding margins of preference shall automatically be accorded. (Section 2)
• The articles shall be subject to qualification under the Rules of Origin prescribed in the Agreement on ASEAN Preferential Trading Arrangements ratified on August 1, 1977. (Section 3)
• The Executive Order takes effect immediately. (Section 4)
