EXECUTIVE ORDER NO. 961 May 1, 1984

MODIFYING THE RATES OF IMPORT DUTY ON CERTAIN IMPORTED ARTICLES AS PROVIDED UNDER PRESIDENTIAL DECREE NO. 1464, AS AMENDED, OTHERWISE KNOWN AS THE TARIFF AND CUSTOMS CODE OF 1978, IN ORDER TO IMPLEMENT THE DECISIONS OF THE FIFTEENTH ASEAN ECONOMIC MINISTERS (AEM) AND THE SEVENTEENTH COMMITTEE ON TRADE AND TOURISM (COTT) MEETING TO PROVIDE ADDITIONAL MARGINS OF PREFERENCE IN RESPECT TO ITEMS WHICH ARE UNDER THE PREFERENTIAL TRADING ARRANGEMENTS (PTA)

Pursuant to the powers vested in me by Section 402 of Presidential Decree No. 1464, as amended, I, FERDINAND E. MARCOS, President of the Philippines, do hereby direct and order:

Sec. 1. The articles specifically listed in Annex "A" hereof as classified under Section 104 of Presidential Decree No. 1464, as amended, shall be accorded additional margins of tariff preferences as agreed upon during the Fifteenth ASEAN Economic Ministers (AEM) Meeting and the Seventeenth Meeting of the Committee on Trade and Tourism. Summary of Executive Order No. 961

Modifying Import Duty Rates for Certain Imported Articles
- Provides additional margins of tariff preferences for certain imported articles under the Preferential Trading Arrangements (PTA) as agreed upon in the 15th ASEAN Economic Ministers (AEM) Meeting and the 17th Committee on Trade and Tourism (COTT) Meeting. (Section 1)
- The articles listed in Annex "A" classified under Section 104 of Presidential Decree No. 1464 (Tariff and Customs Code of 1978) shall be subject to the Preferential Tariff for ASEAN as specified in Columns 6-7 of Annex "A". (Section 1)
- If there are subsequent changes in the basic Philippine rate of duty on any of the listed articles, they shall automatically be accorded the corresponding margins of preference indicated in Column 5 of Annex "A". (Section 2)
- After the effective date of this Order, the listed articles entered or withdrawn from warehouse in the Philippines for consumption shall be subject to the prescribed import duty rate, subject to qualification under the Rules of Origin specified in the Agreement on ASEAN Preferential Trading Arrangements ratified on August 1, 1977. (Section 3)
- This Order shall take effect on May 1, 1984. (Section 4)
