NATIONAL POLICY AGENDA ON REVITALIZING MINING IN THE PHILIPPINES
WHEREAS, Section 1, Article XII of the Constitution provides that the goals of the national economy are a more equitable distribution of opportunities, income, and wealth; a sustained increase in the amount of goods and services produced by the nation for the benefit of the people; and an expanding productivity as the key to raising the quality of life for all, especially the underprivileged; and that in the pursuit of these goals, all sectors of the economy and all regions of the country shall be given optimum opportunity to develop;
WHEREAS, Section 2, Article XII of the Constitution provides that the exploration, development and utilization of mineral resources shall be under the control and supervision of the State and Section 16, Article II thereof provides that it is the State's policy to protect and advance the right of the people to a balanced and healthful ecology in accord with...

Summary of Executive Order No. 270 - National Policy Agenda on Revitalizing Mining in the Philippines
Declaration of Policy (Section 1)
- Promote responsible mineral resources operation, development and utilization to enhance economic growth, adhering to sustainable development principles, justice, equity, cultural sensitivity, and respect for Philippine sovereignty.
Guiding Principles (Section 2)
- Recognize critical role of mineral industry investments for national development and poverty alleviation; provide support for exploration, research, development, and capability building. (Section 2a)
- Institute clear, stable, and predictable investment and regulatory policies to facilitate mining investments. (Section 2b)
- Pursue value-adding through downstream industries development to optimize benefits from minerals. (Section 2c)
- Promote small-scale mining as a formal sector and part of development initiatives. (Section 2d)
- Adopt efficient technologies for judicious extraction and optimum utilization of non-renewable mineral resources. (Section 2e)
- Prioritize environmental protection at every mining stage; integrate mitigation and progressive rehabilitation measures. (Section 2f)
- Uphold ecological integrity of mining-affected areas, including biodiversity and small island ecosystems, to protect public welfare, safety, and environmental quality. (Section 2g)
- Pursue mining within the framework of multiple land use and sustainable utilization of mineralized areas. (Section 2h)
- Prioritize remediation and rehabilitation of abandoned mines to address negative impacts of past mining projects. (Section 2i)
- Equitably share economic and social benefits from mining among government units and affected communities. (Section 2j)
- Vigorously pursue sustained information, education, and communication campaign about the minerals industry to enhance public awareness, respect community rights, and reach informed decisions at national and local levels. (Section 2k)
- Institute continuous and meaningful consultation process with industry and stakeholders to integrate mineral concerns in resource management policy and planning. (Section 2l)
Implementing Strategies (Section 3)
- Adopt foundations for good governance based on transparency, accountability, partnership, equity, efficiency, and sustainability.
Formulation of Action Plan for Minerals Development (Section 4)
- DENR to take the lead in preparing a Mineral Action Plan (MAP) anchored on guiding principles and implementing strategies, providing strategic directions, rules, and regulations for mineral resources exploration, development, and utilization.
- MAP to set guidelines and procedures on simplification and streamlining of permit and clearance systems, in consultation with agencies like DTI, DILG, DOF, NEDA, NAPC, NCIP, mining industry, and civil society.
- Draft MAP to be submitted to the Office of the President within 90 days upon approval of this Executive Order.
Support from Other Agencies (Section 5)
- All government departments, agencies, and instrumentalities directed to provide priority support in formulating the MAP.
