ORDERING THE DISMANTLING OF FISH CAGES, FISH PENS, FISH TRAPS AND OTHER AQUA-CULTURE STRUCTURES IN TAAL LAKE AND THE PANSIPIT RIVER
WHEREAS, Taal Lake has around 75 fish species, some of which are rare food delicacies, like Maliputo and Tawilis, which can be found only in this body of water and not in any other part of the world and, as such, should be given maximum protection in an environment that is conductive to their reproduction;
WHEREAS, the existence and proliferation of fish cages, fish pens, fish traps and other aqua-culture structures along Pansipit River and several areas in Taal Lake have:
a. Prevented small fish of such species from entering the said lake, through the Pansipit River, thus preventing the said marine species from propagating;
b. Polluted parts of the lake due to unconsumed feeds from fish cage culture and the indiscriminate disposal of empty plastic feeds bags in the lake;
c. Rendered the Pansipit River unnavigable, except by small bancas and;
d. Caused inundation...

Dismantling of Fish Cages, Fish Pens, Fish Traps and Other Aqua-Culture Structures in Taal Lake and Pansipit River
• Taal Lake has around 75 fish species, some of which are rare and found only in this lake, so they should be protected. (Whereas clause)
• Fish cages, pens, traps and other aqua-culture structures in Taal Lake and Pansipit River have:
- Prevented small fish from entering the lake through Pansipit River, preventing propagation. (Section 1, Whereas clause)
- Polluted parts of the lake due to unconsumed feeds and plastic bag disposal. (Section 1, Whereas clause)
- Rendered Pansipit River unnavigable, except by small bancas. (Section 1, Whereas clause)
- Caused inundation of lakeshore areas during typhoons and rains. (Section 1, Whereas clause)
• Non-residents financing fish cage enterprises benefit more than local residents who serve as caretakers. (Whereas clause)
Dismantling Order
• All fish cages, pens, traps, and other aqua-culture structures in Taal Lake and Pansipit River shall be dismantled and removed within 30 days from promulgation of this order, without any exceptions. (Section 1)
Task Force Creation
• A Task Force is created with co-chairs from the Presidential Commission on Tagaytay-Taal and the Governor of Batangas. (Section 2)
• Members include regional directors from DA, DENR, DILG, PNP, Philippine Maritime Command, and mayors of municipalities around Taal Lake. (Section 2)
Task Force Mandate
• Zone Taal Lake and identify areas for permanent fish cages. (Section 3a)
• Conduct public information program about official fish cage zones and reasons for them. (Section 3b)
• Cause dismantling of fish cages, pens, traps, and other aqua-culture structures in Taal Lake and Pansipit River within 30 days. (Section 3c)
• Cause and assist in establishing locally-based Fish Cage Cooperatives to own, manage, and benefit from the fish cage industry in Taal Lake. (Section 3d)
• Devise and establish a regular mechanism manned by existing agencies/units for regulating the fish cage industry in Taal Lake. (Section 3e)
Funding
• Funds needed shall come from existing budgets of the mentioned government agencies and units. (Section 4)
Effectivity
• This order shall take effect immediately and remain in force until the stated tasks are fulfilled. (Section 5)
