PLACING UNDER THE CONTROL AND SUPERVISION OF THE AUTONOMOUS REGIONAL GOVERNMENT THE LINE AGENCIES AND OFFICES OF THE NATIONAL GOVERNMENT WITHIN THE AUTONOMOUS REGION IN MUSLIM MINDANAO DEALING WITH LABOR AND EMPLOYMENT, LOCAL GOVERNMENT, TOURISM, ENVIRONMENT AND NATURAL RESOURCES, SOCIAL WELFARE AND DEVELOPMENT, AND SCIENCE AND TECHNOLOGY AND FOR OTHER PURPOSES
WHEREAS, pursuant to the mandate under the 1987 Constitution, the Congress of the Philippines enacted into law Republic Act No. 6734, otherwise known as the Organic Act for the Autonomous Region in Muslim Mindanao (ARMM);
WHEREAS, pursuant to Section 1 (2), Articles II of the aforesaid Organic Act, a plebiscite was held on 19 November 1989 wherein four (4) provinces: Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi, ratified the said Organic Act and voted favorably to be included in the ARMM;
WHEREAS, on 17 February 1990, elections for the office of the Regional Governor, Regional Vice-Governor and the members of the Regional Assembly, were held;

Declaration of Policy (Sec. 1)
- Ensure full and expeditious devolution of powers and functions to the Autonomous Regional Government of ARMM.
Definitions (Sec. 2)
- Defines terms like "National Government", "Agency of Government", "Department", "Supervision and Control".
Mandate (Sec. 3)
- The President shall exercise general supervision over ARMM to ensure faithful execution of national and regional laws.
Transfer of Control and Supervision (Sec. 4)
- The following line agencies are placed under ARMM's control and supervision:
• Department of Labor and Employment (Sec. 5A)
• Department of Local Government (Sec. 5B)
• Department of Tourism (Sec. 5C)
• Department of Environment and Natural Resources (Sec. 5D)
• Department of Social Welfare and Development (Sec. 5E)
• Department of Science and Technology (Sec. 5F)
Functions Transferred Conditionally (Sec. 6)
- Functions like licensing and accreditation mandated by national laws shall be transferred through a Memorandum of Agreement.
Standard Setting (Sec. 7)
- ARMM may formulate its own standards, adhering to national standards as minimum requirement.
Programs and Projects (Sec. 8)
- Locally funded projects within ARMM shall be transferred to ARMM.
- Foreign-funded projects covered by existing contracts shall remain with national line agency, but a Memorandum of Agreement may be entered for implementation.
Assets, Equipment, Offices and Land (Sec. 9)
- All assets, equipment, offices and land within ARMM shall be transferred to ARMM.
Liabilities (Sec. 10)
- Liabilities incurred by the line agencies in ARMM shall be transferred.
- National Government shall continue necessary expenditures to carry out devolved functions.
Personnel (Sec. 11)
- Plantilla positions of line agencies in ARMM shall be placed under ARMM's control and supervision.
- Career service officers and employees shall be absorbed by ARMM, retaining seniority rights, compensation and benefits.
- Options for those who refuse to be absorbed: retirement, absorption by line department elsewhere, transfer to another department, or resignation.
Special Assistance (Sec. 12)
- In case of absence or few resources to be transferred, special assistance like additional budgetary support or technical assistance shall be extended to ARMM.
Attached Agencies (Sec. 13)
- Attached agencies and corporations of line agencies shall continue to be controlled and supervised by national line agency.
- A Memorandum of Agreement may be entered into for specific functions or programs within ARMM.
Separability Clause (Sec. 14)
- If any part is held unconstitutional or invalid, other parts shall remain in full force and effect.
Effectivity (Sec. 15)
- The Executive Order shall take effect 15 days after publication in a national and local newspaper.
