PROCLAIMING THE EXISTENCE OF PUBLIC CALAMITY IN THE PROVINCE OF NUEVA VIZCAYA
I, Manuel L. Quezon, President of the Philippines, by virtue of the powers conferred upon me by section one of Act Numbered Four thousand one hundred and sixty-four, entitled "An Act to prevent the excessive increase in the prices of certain prime necessities of life on the occasion of a public calamity, penalizing the violation thereof, and for other purposes," having found that the recent typhoons which passed through and devastated the Province of Nueva Vizcaya, have wrought havoc among the inhabitants thereof and have made unduly difficult their means of livelihood, do hereby proclaim that a public calamity exists in the said Province of Nueva Vizcaya as a result of said typhoons and do hereby declare in full force and effect in that province the provisions of Act Numbered Four thousand one hundred and sixty-four which prohibits and penalizes the hoarding of the prime necessities of life and the...

Proclamation of Public Calamity in Nueva Vizcaya Province
- President Manuel L. Quezon proclaims the existence of a public calamity in the Province of Nueva Vizcaya due to recent devastating typhoons. (Section 1 of Act No. 4164)
- The typhoons have caused havoc and made livelihood unduly difficult for the inhabitants of Nueva Vizcaya.
Provisions of Act No. 4164 in Effect
- The provisions of Act No. 4164, which prohibits and penalizes the hoarding of prime necessities and holding them for sale at excessive prices, are declared in full force and effect in Nueva Vizcaya Province.
- The prohibited act is holding prime necessities for sale at prices higher than those current one month before the disaster.
Covered Commodities
- The proclamation applies specifically to the following commodities:
- Rice
- Palay (unhusked rice)
- Corn
Effective Date and Validity
- The proclamation was issued on November 26, 1935, in Manila.
- It takes effect immediately upon issuance.
