- The official population of the Commonwealth of the Philippines as of January 1, 1939, was 16,000,303 according to the census taken pursuant to Commonwealth Act No. 170.
- The official population of each province, chartered city, municipality, and municipal district is stated in Special Bulletin No. 1, entitled "Census of the Philippines: 1939, Population by Provinces and Municipalities."
- This proclamation is issued by the President of the Philippines, Manuel L. Quezon, for the uniform guidance of the different branches and offices of the Commonwealth.

PROCLAIMING THE OFFICIAL POPULATION OF THE COMMON OF THE PHILIPPINES
For the uniform guidance of the different branches and offices of the Commonwealth, I, Manuel L. Quezon, President of the Philippines, by virtue of the authority vested in me by law, do hereby proclaim and declare that the official population of the Commonwealth of the Philippines was 16,000,303 on January 1, 1939, according to the census taken pursuant to the provisions of Commonwealth Act No. 170, and that the official population of each province, chartered city, municipality and municipal district was as stated in Special Bulletin No. 1, entitled "Census of the Philippines: 1939, Population by Provinces and Municipalities."
In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
Done at the City of Manila, this twenty-third day of January, in the year of our Lord, nineteen hundred and forty, and of the Commonwealth of the Philippines, the fifth.
