EXECUTIVE ORDER NO. 86 March 13, 1999
PROVIDING FOR THE CREATION OF THE NATIONAL FOOD SECURITY COUNCIL, COUNCILS ON FOOD SECURITY FOR THE PROVINCES, INDEPENDENT COMPONENT CITIES (ICCs) AND HIGHLY URBANIZED CITIES (HUCs), NATIONAL SECRETARIAT ON FOOD SECURITY AND FOR OTHER PURPOSES
WHEREAS, Article II, Section 9 of the 1987 Constitution provides that the State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all;

Summary of Executive Order No. 86
Creation of National Food Security Council (NCFS) (Section 1)
- Overall coordinating body for food security policies, plans, programs, and projects
- Chaired by the President of the Philippines
Composition of NCFS (Section 2)
- Members include Cabinet Secretaries, LGU representatives, sectoral representatives
- Sectoral representatives appointed by the President upon recommendation
Functions of NCFS (Section 3)
- Review existing policies, plans, programs related to food security
- Formulate national policies, plans, programs on food security
- Adopt a comprehensive National Food Security Plan and Program
- Generate and mobilize resources for the National Food Security Program
- Formulate guidelines for City/Provincial Food Security Action Plans
- Design and implement a reward system for outstanding implementers
- Conduct monitoring, evaluation, and validation of the Programs
Creation of Provincial/City Council on Food Security (Provincial/City CFS) (Section 4)
- Ensure attainment of food security goals at the local level
Composition of Provincial/City CFS (Section 5)
- Chaired by the Governor/City Mayor
- Members include local government officials, sectoral representatives
Functions of Provincial/City CFS (Section 6)
- Oversee implementation of Provincial/City Food Security Action Plan
- Review, formulate, and recommend locally relevant food security policies
- Assist in monitoring prices of major food commodities
- Facilitate access to production and marketing resources for food industry
- Ensure availability and access to inputs, facilities, markets for farmers and fisherfolk
- Ensure availability of adequate and affordable food supply
- Monitor and evaluate implementation of Provincial/City Food Security Action Plan
- Prepare and submit semi-annual reports to NCFS
Provincial/City Food Security Action Plan (Section 7)
- Every province/city must develop and implement a Food Security Action Plan
- Plans must be submitted to NCFS through the National Secretariat
Funding and Administrative Support (Section 8)
- Provinces/cities to provide budgetary appropriation for their Action Plan
- Department of Agriculture and NGAs to allocate funds for the Food Security Program
National Secretariat on Food Security (Section 9)
- Coordinate and implement policies, rules, regulations of NCFS and Provincial/City CFS
- Provide administrative support and technical assistance
- Coordinate with agencies and sectors involved in the Program
- Develop and implement advocacy campaign strategy
- Validate and review LGU Action Plans
- Monitor and evaluate Program implementation
- Assist NCFS in implementing the reward/incentive system
- Headed by an Executive Director appointed by the President
- Attached to DILG, with staff from DA, DILG, and LPP
