EXECUTIVE ORDER NO. 468 July 3, 1991

PROVIDING FOR THE DISSOLUTION OF THE REVENUE INFORMATION SYSTEMS SERVICES, INC. (RISSI), AUTHORIZING THE BUREAU OF INTERNAL REVENUE TO ESTABLISH AN EFFICIENT COMPUTER AND COMMUNICATIONS NETWORK SYSTEM AND FOR OTHER PURPOSES

WHEREAS, the Revenue Information Systems Services, Inc. (RISSI) was incorporated with the Securities and Exchange Commission in accordance with the Corporation Code of the Philippines, to serve the computerization needs of the Bureau of Internal Revenue (BIR);

WHEREAS, consistent with the Government's Corporate Rationalization Program, the dissolution of the RISSI was finally decided upon the recommendation of the Department of Budget and Management in accordance with the latter's mandate under Executive Order No. 5, Series of 1986, and Executive Order No. 165, Series of 1987;

WHEREAS, Section 48, General Provisions, of Republic Act No. 7078 otherwise known as the General Appropriations Act, FY 1991, provides that:

Dissolution of Revenue Information Systems Services, Inc. (RISSI) and Establishment of Computer and Communications Network System for Bureau of Internal Revenue (BIR)

- Sec. 1: Authorizes the Department of Finance through the BIR to dissolve RISSI.
- Sec. 2: Authorizes the BIR to establish an efficient computer communications network system for:
    - Formulating policies, guidelines, systems and procedures for computerized management information system and data processing. (Sec. 2a)
    - Developing taxpayer base and taxpayer account number system. (Sec. 2b)
    - Compiling and processing returns, receipts, accounts receivables, statements of assets and liabilities, and other internal revenue documents. (Sec. 2c)
    - Collecting data and maintaining subsidiary records of internal revenue assessment and collections. (Sec. 2d)
    - Compiling statistics on income tax and other relevant data for tax planning and research. (Sec. 2e)
    - Providing staff advisory and coordinative functions relative to BIR's computerization requirements. (Sec. 2f)
- Sec. 3: Provides for personnel and organizational policies upon RISSI's dissolution, including:
    - RISSI officers and employees to continue duties and receive salaries and benefits under BIR unless separated, laid off, or retired. (Sec. 3)
    - Secretary of Finance to submit organizational arrangement for computer and communications network system to Secretary of Budget and Management within 120 days. (Sec. 3)
    - RISSI incumbents to have priority for appointment to same or comparable positions, and option to be laid off or retire if available under existing laws. (Sec. 3)
    - Those not reappointed to be deemed separated from public service and receive entitled benefits. (Sec. 3)
- Sec. 4: Provides for transfer of RISSI's records, equipment, facilities, assets, personnel, appropriations, funds, and liabilities to BIR for accomplishing objectives of the Executive Order. (Sec. 4)
- Sec. 5: Authorizes the Secretary of Finance to issue necessary rules and regulations for implementation. (Sec. 5)
- Sec. 6: Separability clause. (Sec. 6)
- Sec. 7: Repeals inconsistent rules and regulations. (Sec. 7)
- Sec. 8: Effectivity upon approval and publication in a national newspaper or Official Gazette. (Sec. 8)
