EXECUTIVE ORDER NO. 50 October 15, 1986
PROVIDING FOR THE GENERAL REGISTRATION OF VOTERS FOR THE PLEBISCITE ON THE PROPOSED CONSTITUTION, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES
WHEREAS, pursuant to the Provincial Constitution of the Republic of the Philippines, a new Constitution shall be drafted by the Constitutional Commission and thereafter submitted to the people in a plebiscite;
WHEREAS, to ensure that the true will of the people will be reflected in the plebiscite, there is a need to annul the existing permanent list of voters and to call for a new registration of voters.
NOW THEREFORE, I CORAZON C. AQUINO, President of the Philippines, do hereby order:
A. General Provisions
Sec. 1. General Registration of Voters. The existing permanent lists of voters in every city and municipality are hereby declared null and void. Executive Order No. 50
Summary of Executive Order No. 50
General Provisions:
- Declares existing permanent lists of voters null and void, and calls for a general registration of voters throughout the Philippines before the plebiscite on the new Constitution. (Sec. 1)
- Requires a list of voters in each city and municipality, with additions, cancellations, and corrections. (Sec. 2)
- Requires registration in the list of voters for the city or municipality of residence to vote in the plebiscite. (Sec. 3)
- Specifies who may be registered in the list of voters, including those who will attain the required age or residence on the plebiscite date. (Sec. 4)
- Provides for the constitution of a Board of Election Inspectors for each precinct, composed of public school teachers or other citizens of known probity and competence, who are registered voters of the city or municipality. Registration of Voters:

- Permits a registered voter whose name was inadvertently omitted, included with errors, or misspelled to file an application with the Municipal or Metropolitan Trial Court for reinstatement or correction within 15 days after the last registration day. (Sec. 21)
- Allows a previously registered voter whose name has changed due to marriage or court order to request the Board to record the new name during registration meetings. (Sec. 22)
- Allows any registered voter, or the Election Registrar, to petition the Municipal or Metropolitan Trial Court for the exclusion of a voter within 15 days after the last registration day. (Sec. 23)
- Establishes common rules governing judicial proceedings for inclusion, exclusion, and correction of names, including notice requirements, time limits, and evidentiary standards. (Sec. 24)
- Requires the Election Registrars and Provincial Election Supervisors to conduct verification by mail or house-to-house canvass after the plebiscite for exclusion proceedings. (Sec. 25)
- Allows the Commission to annul lists of voters not prepared in accordance with the Executive Order, or prepared through fraud, irregularities, or statistical improbability, and order a new registration. No annulment shall be executed within 30 days before the plebiscite. (Sec. 26)
- Directs the Commission to reconstitute lost or destroyed registration records using the National or Provincial Central Files, or by summoning the registered voter to accomplish a new application. Reconstitution does not affect criminal liability for the loss or destruction. (Sec. 27)
- Allows public examination of registration records during regular office hours, and access by law enforcement agencies upon prior authorization by the Commission for investigative purposes. (Sec. 28)

- Adopts pertinent provisions of Batas Pambansa Blg. 881 (Omnibus Election Code) regarding precincts, polling places, Board of Election Inspectors, watchers, election offenses, penalties, investigations, prosecutions, jurisdiction of courts, prescription, and persons criminally liable. (Sec. 30)
- Appropriates Three Hundred Seventy Five Million Pesos, or as much as necessary, from the Commission's current budget, savings, and the Special Activities Fund for implementation. (Sec. 31)
