Creation of Joint Commission: A Joint Commission on Local Government Personnel Administration is created to formulate policies, evaluate petitions, approve plans, and supervise personnel administration in local governments. (Section 3)
Composition and Functions of Joint Commission:
- Composed of Secretaries of Local Government and Community Development (Chairman), Finance, Budget Commissioner, Civil Service Commission Chairman, and a provincial governor appointed by the President. (Section 4)
- Serves as the principal coordinating body for agencies responsible for local government supervision, budgeting, personnel administration, position classification and salary administration. (Section 4)
- Formulates policies, evaluates petitions, approves plans, and supervises personnel administration in local governments. (Section 4)
- Issues Circulars for rules, regulations, and guidelines. (Section 4)
- Assisted by Technical Committees. (Section 4)
Secretariat of Joint Commission:
- Department of Local Government and Community Development serves as Secretariat. (Section 5)
- Initial appropriation of P500,000 from National Treasury. (Section 5)
Responsibilities of National Agencies:
- Department of Local Government and Community Development: Prescribe model organization and staffing patterns, encourage use of position classification and salary plans, initiate and conduct training courses. (Section 6)
- Department of Finance: Determine fiscal capacity of local governments, review budgets for compliance with approved plans. (Section 6)
- Budget Commission: Provide technical assistance, assist in training for plan administration and maintenance. (Section 6)
- Civil Service Commission: Responsible for certification, examination, appointments, promotions, performance evaluation, disciplinary action and other personnel activities. (Section 6)
Coverage:
- Applies to positions of Provincial Governor, City Mayor, Provincial/City Administrator, Assessor, Engineer, Health Officer, Development Coordinator, Assistant Agriculturist, Assessor, Engineer, Health Officer, Treasurer, Kalihim ng Sangguniang Panlalawigan/Panglungsod, Municipal Mayor, Treasurer, Assessor, Health Officer, Engineer, Development Officer, Assistant Treasurer, Attorney, Development Officer, and Kalihim ng Sangguniang Bayan. (Section 7)
- Excludes officials whose compensation is fixed in the Constitution, Presidential Decree and other laws, and officials/employees under direct supervision and control of the National Government or its agencies. (Section 7)
Maximum Salary Rates for Provincial, City and Municipal Officials:
- Equated to Career Executive Service Officers (CESO) ranks as specified in the schedule. (Section 8)
- Local governments with insufficient funds may partially implement the rates as approved by the Joint Commission. (Section 8)
- Partial implementation must be uniform and proportionate for all positions in each local government unit. (Section 8)
- Rates will be automatically revised according to modifications in CESO rates. (Section 8)
- Joint Commission to determine maximum rates for other classes of provinces/cities/municipalities and other positions. (Section 8)
Salary Schedule for Officials of Cities in Metropolitan Manila:
- Specified salary schedule for officials of Manila, Quezon, Pasay and Caloocan. (Section 9)
Rules for Implementation of Salary Schedules:
- Hiring rates determined based on specified guidelines. (Section 10)
- Mayors of Manila, Quezon, Pasay and Caloocan have specific rates determined. (Section 10)
- Joint Commission may adopt policies and rates for transitional problems. (Section 10)
Interim Rates for Cities in Metropolitan Manila:
- Prescribed salary rates shall prevail until Metropolitan Manila Commission and Joint Commission prescribe a new schedule and plans. (Section 11)
Repealing Clause: Inconsistent laws, acts, decrees, administrative orders, rules and regulations, including portions of City Charters, are repealed or modified accordingly. (Section 12)
Effectivity: This Decree shall take effect immediately. (Section 13)

PROVIDING FOR THE IMPROVEMENT OF PERSONNEL ADMINISTRATION, POSITION CLASSIFICATION AND SALARY ADMINISTRATION IN LOCAL GOVERNMENTS AND FOR THE CREATION OF A JOINT COMMISSION ON LOCAL GOVERNMENT PERSONNEL ADMINISTRATION
WHEREAS, there is an imperative and urgent need to upgrade personnel administration in local governments to ensure their effectiveness for meaningful development and progress in nation building;
WHEREAS, position classification and salary administration has been long recognized and accepted as necessary managerial tools to promote work efficiency, to delineate duties and responsibilities, to preclude the proliferation of unnecessary positions, to prevent pay inequities, to facilitate the budgeting process and the preparation of more informative, realistic and meaningful personnel programs, and to enhance the development of a career-oriented, motivated, responsive and stable corps of employees in the local government service;
WHEREAS, the Constitution provides for the standardization of salaries of government officials and employees taking into account the nature of the responsibilities pertaining to, and the qualifications required for, the positions concerned;
