EXECUTIVE ORDER NO. 429 October 12, 1990
PROVIDING FOR THE REORGANIZATION OF THE ADMINISTRATIVE REGIONS IN MINDANAO, AND FOR OTHER PURPOSES
WHEREAS, Article X, Section 15 of the Constitution states that:
"There shall be created autonomous regions in Muslim Mindanao and in the Cordilleras consisting of provinces, cities, municipalities and geographical areas sharing common and distinctive historical and cultural heritage, economic and social structures, and other relevant characteristics within the framework of this Constitution and the national sovereignty as well as territorial integrity of the Republic of the Philippines";
WHEREAS, pursuant to the aforesaid mandate, Republic Act No. 6734 entitled, "An Act Providing For An Organic Act For The Autonomous Region In Muslim Mindanao" was signed into law on August 1, 1989;

Providing For the Reorganization of the Administrative Regions in Mindanao, and For Other Purposes
Executive Order No. 429
Reorganization of Administrative Regions in Mindanao
- Pursuant to the Constitution and Republic Act No. 6734, the Executive Order reorganizes the administrative regions in Mindanao after the formation of the Autonomous Region in Muslim Mindanao (ARMM). (Sec. 1-5)
Region IX (Western Mindanao):
• Includes the provinces of Zamboanga del Norte, Zamboanga del Sur, Basilan, Misamis Occidental, and Lanao del Norte, and the cities of Zamboanga, Pagadian, Dipolog, Dapitan, Oroquieta, Tangub, Ozamis, Iligan, and Marawi. (Sec. 1)
• Pagadian City serves as the regional center, and Zamboanga City remains the commercial and industrial center. (Sec. 1)
Region X (Northern Mindanao):
• Includes the provinces of Agusan del Norte, Agusan del Sur, Misamis Oriental, Camiguin, Bukidnon, and Surigao del Norte, and the cities of Cagayan de Oro, Gingoog, and Butuan. (Sec. 2)
• Cagayan de Oro City serves as the regional center. (Sec. 2)
Region XI (Southern Mindanao):
• Includes the provinces of Davao del Sur, Davao del Norte, Davao Oriental, and Surigao del Sur, and Davao City. (Sec. 3)
• Davao City serves as the regional center. (Sec. 3)
Region XII (Central Mindanao):
• Includes the provinces of Sultan Kudarat, Cotabato, and South Cotabato, and the cities of Cotabato and General Santos. (Sec. 4)
• The municipality of Koronadal in South Cotabato serves as the regional center. (Sec. 4)
Autonomous Region in Muslim Mindanao (ARMM):
• Composed of the provinces of Sulu, Tawi-Tawi, Maguindanao, and Lanao del Sur, as per the outcome of the November 19, 1989 plebiscite. (Sec. 5)
• Cotabato City serves as the provisional capital until the Regional Assembly fixes the permanent seat of government. (Sec. 5)
- The transfer of regional centers in Regions IX and XII shall be effected within 18 months from the effectivity of the Executive Order, subject to the availability of funds. (Sec. 6)
- Committees are formed to supervise the transfer of provinces and cities between regions, and the organization of Regional Development Councils, to be completed by December 31, 1990. (Sec. 7-9)
- Inconsistent issuances, ordinances, rules, and regulations are repealed or modified accordingly. (Sec. 10)
- The Executive Order takes effect immediately. (Sec. 11)
