EXECUTIVE ORDER NO. 350 March 13, 1989
PROVIDING GUIDELINES IN THE PROCESSING OF AMNESTY MANIFESTATION FORMS OF REBEL RETURNEES
WHEREAS, the period within which to file application for amnesty in accordance with Proclamation No. 80, dated February 28, 1987, as amended by Proclamation No. 138, dated August 11, 1987, expired on February 29, 1988;
WHEREAS, reports from military authorities and field units of the Department of Social Welfare indicate that a great number of persons have voluntarily returned to the fold of the law after the February 29, 1988 deadline, and have manifested their desire to avail of the benefits of amnesty when the same becomes a reality under the Constitution;
WHEREAS, the grant of amnesty is a key feature of the National Reconciliation and Development Program constituted in Executive Order No. 103, dated December 24, 1986; and
WHEREAS, the return to the fold of the law of former rebels and persons disenchanted with authoritarian rule and to resume community life will be enhanced by keeping an accurate census...

Providing Guidelines in the Processing of Amnesty Manifestation Forms of Rebel Returnees
- Who can file manifestations for amnesty (Sec. 1):
- Any person who returned to the fold of the law after February 29, 1988
- Not in custody, charged, or under investigation by authorities
- Committed crimes/offenses in furtherance of political belief, not personal motives
- Crimes and offenses covered (Sec. 2):
- Treason, conspiracy/proposal to commit treason, misprision of treason
- Espionage
- Rebellion, insurrection, conspiracy/proposal to commit rebellion/insurrection
- Inciting to rebellion/insurrection
- Sedition, conspiracy to commit sedition, inciting to sedition
- Illegal assemblies, illegal associations
- Direct/indirect assaults, resistance/disobedience to authority
- Subversion
- Illegal possession of firearms and/or explosives
- Where manifestations may be filed (Sec. 3):
- Military units/offices, Bayanihan Centers, Provincial/City/Municipal Peace and Order Councils
- Forms provided free of cost, including ID pictures
- Initial processing, then forwarded to Provincial Commander for verification
- Provincial Commander forwards to Reconciliation Processing Committee
- Reconciliation Processing Committee (Sec. 4):
- Composed of Provincial Governor/City Mayor (Chair), Provincial/City Fiscal, Provincial Commander, IBP representative
- Meets to examine manifestations, acts within 10 working days
- Forwards findings/recommendations to National Reconciliation and Development Council
- Issues certification stating desire for amnesty, pledge of allegiance, and determination of crimes committed
- Conditions for processing (Sec. 5):
- Pledge loyalty and allegiance to the Republic in person
- Turn in firearms, weapons, and/or explosives in possession
- Reporting requirements (Sec. 6):
- Copies of certifications and papers furnished to Bayanihan Centers, Unified Command Commanders, SND, and NRDC Secretariat
- Secretariat support (Sec. 7):
- Provincial/City Peace and Order Council provides secretariat for RPC activities
- Effective immediately (Sec. 8)
