PROVIDING IMPLEMENTING GUIDELINES FOR THE PRESIDENT'S 1989 SUMMER YOUTH PROGRAM (PYSP) AND CREATING THE PRESIDENT'S SUMMER YOUTH PROGRAM STEERING COMMITTEE FOR THAT PURPOSE
WHEREAS, the Constitution, in its Article II, Sec. 13, provides that:
The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. It shall inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs;
WHEREAS, by virtue of Proclamation No. 387, dated March 17, 1989, the President declared the launching of the President's 1989 Summer Youth Program (PSYP);
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Summary of Executive Order No. 352
Creation of the Steering Committee for the President's 1989 Summer Youth Program (PSYP)
- The Steering Committee is composed of: (Sec. 1)
• Cabinet Secretary (Chairman)
• Secretary of Education, Culture and Sports
• Secretary of Labor and Employment
• Secretary of Tourism
• Secretary of Social Welfare and Development
• Secretary of the Office of the Press Secretary
• Chairman of the Civil Service Commission
• President of the Employees Confederation of the Philippines
Functions and Responsibilities of the Committee (Sec. 2)
• Oversee the implementation of the PSYP. (Sec. 2a)
• Review and evaluate the implementation of the various components of the PSYP. (Sec. 2b)
• Solicit and receive support and contributions for the PSYP. (Sec. 2c)
• Call upon any government department or agency for necessary assistance and support. (Sec. 2d)
• Prepare a regular report and assessment of the PSYP with recommendations to be submitted to the President within the third quarter of the year. (Sec. 2e)
• Develop and recommend a comprehensive youth development policy based on the results of the PSYP, in coordination with concerned agencies. (Sec. 2f)
• Perform other functions assigned by the President. (Sec. 2g)
Secretariat and Agency-Coordinator (Sec. 3)
• The Chief Executive Officer of the Presidential Council for Youth Affairs shall provide a Secretariat for the Committee and act as the Agency-Coordinator for the PSYP.
• The Secretariat shall provide technical and administrative support to the Committee.
Funding (Sec. 4)
• The Department of Budget and Management is directed to set aside P500,000.00 from the Contingent Fund or any appropriated lump-sum fund in the 1989 General Appropriations Act to cover the initial requirements of the Secretariat.
• The amount required for the continuance of the PSYP in succeeding years shall be included in the annual appropriations of the Presidential Council for Youth Affairs.
