Summary of Republic Act No. 11784 (PUP-Santa Rosa City Campus Act):Establishment of PUP-Santa Rosa Campus (Section 2):
- A campus of the Polytechnic University of the Philippines (PUP) is established in Santa Rosa City, Laguna, known as the PUP-Santa Rosa Campus.
Mandate and Course Offerings (Section 3):
- The PUP-Santa Rosa Campus shall primarily offer:
• Short-term technical-vocational courses
• Undergraduate courses
• Graduate courses
- The courses shall be within the University's areas of competency and specialization, as determined by the Board of Regents.
- The campus shall respond to the human resource development needs of Laguna Province and the CALABARZON Region.
- The campus shall undertake research and extension services.
- The campus shall offer graduate degrees through open distance learning under the PUP Open University System.
Campus Administration (Section 4):
- The PUP-Santa Rosa Campus shall be headed by a Campus Administrator, who shall:
• Render full-time service
• Be appointed or designated by the Board of Regents upon the recommendation of a search committee and the University President
• Meet the qualifications and standards set by the Board of Regents
Compliance with CHED Requirements (Section 5):
- The establishment of the PUP-Santa Rosa Campus shall ensure compliance with the minimum requirements for its operation and program offerings, as prescribed by the Commission on Higher Education (CHED).
Transfer of Assets, Personnel, and Records (Section 6):
- All assets, personnel, records, liabilities, and obligations of the PUP-Santa Rosa Campus shall be transferred to the University.
- The positions, rights, and security of tenure of faculty members and personnel shall be respected.
- All government-owned land occupied by the PUP-Santa Rosa Campus shall be titled under the University's name.
• If the University ceases to exist or the land is no longer needed, it shall revert to the local government unit or the Republic of the Philippines.
Governing Charter (Section 7):
- The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) shall form an integral part of this Act and serve as the governing charter of the University.
Powers, Functions, and Limitations (Section 8):
- All powers, functions, privileges, responsibilities, and limitations applicable to state universities and their officials under existing laws shall be granted to or imposed upon the University and its officials, whenever appropriate.
Appropriations (Section 9):
- The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act.
Separability Clause (Section 10):
- If any part or provision of this Act is declared invalid or unconstitutional, the remaining parts or provisions shall remain in full force and effect.
Repealing Clause (Section 11):
- All laws, presidential decrees, executive orders, rules, and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed or modified accordingly.
Effectivity (Section 12):
- This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

REPUBLIC ACT NO. 11784
AN ACT ESTABLISHING A CAMPUS OF THE POLYTECHNIC UNIVERSITY OF THE PHILIPPINES (PUP) IN THE CITY OF SANTA ROSA, PROVINCE OF LAGUNA, TO BE KNOWN AS THE PUP-SANTA ROSA CAMPUS, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. This Act shall be known as the "PUP-Santa Rosa City Campus Act."
SECTION 2. There is hereby established a campus of the Polytechnic University of the Philippines (PUP), hereinafter referred to as the University, in the City of Santa Rosa, Province of Laguna, to be known as the PUP-Santa Rosa Campus.
SECTION 3. The PUP-Santa Rosa Campus shall primarily provide short-term technical-vocational, undergraduate, and graduate courses within its areas of competency and specialization pursuant to its mandate, and according to its capabilities as the Board of Regents, hereinafter referred to as the Board, may deem necessary to respond to the human resources development needs of the Province of Laguna and of the Cavite, Laguna, Batangas, Rizal, Quezon (CALABARZON) Region.
