EXECUTIVE ORDER NO. 332 August 12, 1988
RECONSTITUTING THE TASK FORCE ON INTERNATIONAL REFUGEE ASSISTANCE AND ADMINISTRATION, AND FOR OTHER PURPOSES
WHEREAS, the Philippine Government, acting on the request for cooperation by the United Nations High Commissioner for Refugees (UNHCR) in the temporary lodging of refugees prior to their final resettlement in other countries, has created a Task Force on International Refugee Assistance and Administration (TFIRAA) pursuant to Executive Order No. 554 dated August 21, 1979;
WHEREAS, there is a need to reconstitute the composition of the Task Force on International Refugee Assistance and Administration (TFIRAA) and to introduce changes in the structure and functions thereof to give proper directions concerning international refugee assistance;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:
Sec. 1. The task Force on International Refugee Assistance and Administration is hereby reconstituted and shall be composed of representatives from the following:

Executive Order No. 332
Reconstituting the Task Force on International Refugee Assistance and Administration (TFIRAA)
• Composition of TFIRAA (Section 1):
- Department of Foreign Affairs (Chairman)
- Office of the President (Vice-Chairman)
- Department of Justice (Member)
- Department of National Defense (Member)
- Department of Social Welfare and Development (Member)
• Duties and Responsibilities of TFIRAA (Section 2):
- Coordinate and cooperate with United Nations High Commissioner for Refugees (UNHCR) efforts and activities related to refugee assistance. (Section 2a)
- Formulate guidelines for efficient refugee assistance regarding the operation and management of refugee camps/centers in the Philippines and the disposition of funds and other assistance received from UNHCR and other international refugee-assistance institutions. (Section 2b)
- Assess, review, and evaluate existing government structures and policies for refugee assistance and management, and make recommendations to the President. (Section 2c)
- Call upon any government department, bureau, office, agency, or instrumentality for assistance in performing its duties and functions. (Section 2d)
- Submit reports to the President and the United Nations, through the President, on its activities, including the disposition of funds and other assistance received from the United Nations and other international refugee-assistance institutions. (Section 2e)
• Secretariat and Philippine Refugee Processing Center (Sections 3 and 4):
- TFIRAA shall be assisted by a Secretariat headed by the Philippine Refugee Processing Center Administrator. (Section 3)
- The Philippine Refugee Processing Center shall continue to discharge its mandated functions per agreement between the Philippine Government and UNHCR. (Section 4)
- The Philippine Refugee Processing Center Administrator, appointed by the President, shall have the following duties and responsibilities:
-- Manage the day-to-day operation of refugee camps/centers in the Philippines as placed under their administration by TFIRAA. (Section 4a)
-- Implement guidelines promulgated by TFIRAA regarding the operation and management of refugee camps/centers in the Philippines. (Section 4b)
-- Receive, administer, and utilize funds, equipment, and other forms of assistance provided by UNHCR, other international refugee assistance institutions, foreign governments, and other sources. (Section 4c)
-- Submit quarterly reports to TFIRAA on all activities and assistance received from UNHCR and other international refugee-assistance institutions. (Section 4d)
-- Hire and maintain working groups, staff, or personnel necessary to carry out the purposes and objectives of TFIRAA. (Section 4e)
• Repealing Clause and Effectivity (Sections 5 and 6):
- The Western Command of the Armed Forces of the Republic of the Philippines (WESCOM) shall continue to discharge its mandated functions per agreement with UNHCR. (Section 5)
- Executive Order No. 554 dated August 21, 1979, is hereby repealed, and all other orders, issuances, rules, and regulations or parts thereof inconsistent with this Executive Order are repealed or modified accordingly. (Section 5)
- This Executive Order shall take effect immediately. (Section 6)
