REINSTATING THE MOVIE AND TELEVISION REVIEW AND CLASSIFICATION BOARD (MTRCB) APPEALS COMMITTEE, AMENDING SECTION 1 (A) (3) OF EXECUTIVE ORDER NO. 357, S. OF 2004
WHEREAS, on September 27, 2003, the Movie and Television Review and Classification Board (MTRCB) Appeals Committee in the Office of the President was constituted pursuant to Section 4 of Presidential Decree (PD) No. 1986 by then President Fidel V. Ramos;
WHEREAS, on September 14, 2004, MTRCB Appeals Committee was abolished by EO No. 357, s. of 2004 (Pursuing the Rationalization of the Organization and Supervision of Agencies under/attached to the Office of the President);
WHEREAS, there is a need to reconstitute the MTRCB Appeals Committee to handle appeals from MTRCB decisions disapproving or prohibiting the exhibition of motion picture or television program in its entirety;
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Summary of Executive Order No. 572
Reinstatement of MTRCB Appeals Committee (Section 1)
- The MTRCB Appeals Committee, previously abolished under Executive Order No. 357, is reinstated to review decisions of the Movie and Television Review and Classification Board (MTRCB) and submit recommendations to the President.
Composition of the Committee (Section 2)
- The Committee shall have 5 members appointed/designated by the President:
1. Representative of the President (Chairman)
2. Representative of the Press Secretary (Vice Chairman)
3. Representative of the Presidential Council for Youth Affairs (Member)
4. Representative of the Movie Industry (Member)
5. Representative of the Television Industry (Member)
- At least 3 concurring votes are required for a valid Committee decision.
Term of Office (Section 3)
- The designated members shall continue to function until replaced.
Sole Function (Section 4)
- The Committee's sole function is to review MTRCB's second decision disapproving or prohibiting the exhibition of a motion picture or television program in its entirety.
- An appeal against such a decision shall be coursed through the Committee, which shall conduct its own review and submit recommendations to the President within 30 days from the perfection of the appeal.
Secretariat (Section 5)
- The Office of the Deputy Executive Secretary for Legal Affairs (ODESLA) shall serve as the Secretariat of the Committee, pursuant to Presidential Decree No. 1986.
Agency Assistance (Section 6)
- MTRCB and other concerned agencies shall extend assistance and cooperation as required by the Committee in resolving the appeal.
MTRCB as an Observer (Section 7)
- A representative of the MTRCB Chairman shall be present during the review and deliberations as an Observer, who may be consulted on MTRCB Rules and Regulations and circumstances pertaining to the MTRCB's decision.
Rules and Regulations (Section 8)
- The Committee may promulgate its own rules of procedure for conducting the review, in addition to Administrative Order No. 18 and the provisions of this Executive Order.
Repealing Clause (Section 9)
- This Executive Order repeals Section 1 (A) (3) of Executive Order No. 357 and amends Memorandum Order No. 226.
Effectivity (Section 10)
- This Executive Order shall take effect immediately upon its publication in a national newspaper of general circulation.
